Summary
TheManager ofParentFamily and Community Engagement(PFCE)is responsible forsupportingthe following components of Head Start and Early Head Startprograms:EligibilityRecruitmentSelectionEnrollment andAttendance (ERSEA)family engagementfamilydevelopmentandcommunity partnerships.
You will overseeandworkcloselywith staffinall areas ofERSEA whichentailsworking in collaboration withFamily Service Coordinators the Manager of Education & Inclusion and/orCenter Directorstomaintainfull enrollment in responsibility for development and oversight of family service systemsyouwillsecureopportunitiesfor familiestoidentifytheir own strengthsneedsand interestsand where applicable you will have oversight of the Home-Based program option and supervision of Home Visitors.
In additionyou will ensurefamilies have opportunities tobuild ontheirknowledge and skill base to find their own duties will alsoextend to developa parent and community volunteerprogram anddevelop relationships with community partnersto whom families can be referred for will makecertain thatfamily and community partnerships are supported by staff and/or consultants who haveexperience in fields related to core of yourrole is continuing to deepen understanding of parentfamilyand community engagement and implementing such knowledge through high quality collaborations that promotefamily sustainability.
Lastlyyou will serveas the Corporate Secretary of the HeadStart Policy Council andassistthe ProgramDirector with meetinglogistics materials line with the Head Start ProgramPerformance Standards.

WhatYoullBe Doing (Essential Duties)
- Ensurecomplete andaccuratecollection entryreportingand maintenance of datarelated tofamily development services.
- If in a supervisory position: direct supervision of Family Service Coordinators (FSCs)
- If in a non-supervisory role: provision of technical support to FSCs and their supervisors as needed
- Responsible for ensuringfamily services staff hired havepossessthe required credentials.
- Responsible for the collection entryreportingand maintenance of ERSEA records related to program operations includingChild and Adult Care Food Program (CACFP).
- In coordination with the Manager of Education & Inclusion ensure that vacancies are filled within30 days eligibility is properlydetermined enrollment includes 10% children with special needs recruitment is active/ongoingand that funded enrollment is achieved andmaintained.
- Trackdaily attendancedata and the program staffstimelyfollow-up with families on tardiness and absenteeism.
- Visitallclassroomson a regular basis (4-6 hours per month per site) to conduct observations and support teaching staff in promoting parentengagement provide training and technicalassistanceand coach teachers as they support parents in understanding their role in their childs educational success.
- Where applicable routinelyaccompanythe home visitor on home visits to ensure quality services to families enrolled in the Home-Based program
- Prepare and distribute monthly reports such as attendance enrollment etc.
- Ensure that electronic data collected can be reported accurately to grant officers.
- Provide training and technicalassistanceand build capacity by working directly with staffparentsand community partners to ensure high-quality programs.
- Responsible for tracking that all parents havebeen offered the opportunity toestablishaFamily Partnership Agreementand the tracking of strengths needs goals referrals individual contacts homevisitsand follow-ups.
- Provide or arrangefor training and technicalassistanceto staff and parents based upon pertinent issues/interests expressed intheFamily Outcomes Assessment. This mayinclude:advocacyfamily literacysustainabilitychild development health parentingskillsand othertopics asidentified.
- Providesupport to staff in developingparent training andmaintaindocumentation of parent meetings and training.
- Ensurethe PFCE Framework is a systematiccomponentof programmingservicesand management systems.
- Assistin the monitoring and reportingofservicesto ensure high quality supportpositive childoutcomesand achievement ofschool readiness goals.
- Attend case coordination meetings with other staffin order tofully integrate services.
- Design implement andmonitorthe volunteer program to include the recruitment and training of parent and community volunteers for the program.
- Workcollaboratively totrain onand distribute the Volunteer Handbook.
- Ensure that all regular volunteers have completed theappropriate paperworkand that records aremaintainedin a locked file cabinet.
- Serveas Secretary of the Policy Council as needed.
- Assistin arranging Policy Council meetingspreparingand posting agendas reservingfacilitiesand arrangement of food.
- Perform other duties as assigned bytheProgramDirector.
RequiredQualifications
- Bachelors degree in early childhood development social work adultlearningor a related family/human servicesfield plus atleast 3 yearsof relevant experience
- Extensive Travel 40% in-state
- Proven experiencein a positionrelatingto the provision and management of family services for young children and their families as well assupervisory experience.
- Professionalproficiencyin MS Office suite
- Professionalproficiencyin spoken and written English
- Demonstrated interpersonalcommunication and organizational skills.
- Ability to work collaboratively with other staff and community partners in the provision of high-quality services and resources to families.
- Demonstrated ability to communicate and collaborate with individuals and teams at all levels.

Clearcriminal recordscheck(includingchildabuseregistrycheckifrequiredbystateregulations)andpass all state and local health requirementsrequiredpostjobofferandpriortoemployment.âTodriveagencyvehicles(ifapplicable)must havea validdrivers licenseandbeinsurablebytheSavetheChildrenHeadStart insurancecarrierandhaveaMotorVehicleRecordacceptabletoSavetheChildrenHeadStart. CurrentandformerHeadStart/EarlyHeadStartparentswillreceivepreferenceforemploymentvacanciesforwhichtheyarequalified.
Physical Requirements related to essential functions: Ability to perform medium to heavy physical work exerting up to 50 pounds of force occasionally up to 20 pounds frequently and up to 5-10 pounds constantly performing such activities as sitting crawling stooping kneeling crouching reaching standing walking pushing pulling lifting and grasping. This also includes some duties that require repetitive action and motion skillskeyboardingand computer use.
Clear pre-employment background check requirements including local state and national criminal records check sex offender registries employment and education verifications (including child abuse registry check if required by state regulations) and pass all state and local health requirements required post job offer and prior to employment.
This position may require the incumbent tooperatea motor vehicle to fulfill certain essential functions of the job. The incumbent shouldmaintaina valid drivers license and remain in compliance with any Save the Children policiespertaining tothe safe operation of motor vehicles.
Current and former Head Start/Early Head Start parents will receive preference for employment vacancies for which they are qualified.
