Position Summary
The Senior Business Analyst supports enterprise digital transformation initiatives by conducting comprehensive assessments of current-state systems processes and data environments and translating findings into actionable governance-aligned roadmaps. This role bridges business and technology by driving stakeholder engagement defining future-state capabilities and enabling data-driven decision-making.
The ideal candidate brings experience in IT modernization business process analysis and strategic planning with the ability to operate across complex system ecosystems and support implementation within organizational constraints.
Key Responsibilities
1. Baseline Assessment & Analysis

Conduct current-state assessments of systems platforms and business processes
-
Develop system inventories and capability maps across the IT ecosystem
-
Analyze data architecture integrations and interoperability
-
Support digital maturity assessments and benchmarking activities
2. Stakeholder Engagement & Requirements Gathering
-
Facilitate discovery sessions workshops and stakeholder interviews
-
Elicit and document business functional and technical requirements
-
Establish requirements baselines across business units
-
Present findings and insights to leadership and governance bodies
3. Gap Risk & Opportunity Analysis
-
Identify process inefficiencies redundancies and automation opportunities
-
Analyze platform utilization and capability gaps
-
Assess data silos integration challenges and system dependencies
-
Evaluate risks technical debt and system obsolescence
4. Future-State Definition
-
Define future-state business processes and technology capabilities
-
Support development of target-state architecture and operating models
-
Create strategic capability maps and requirements frameworks
-
Facilitate validation sessions and stakeholder alignment
5. Roadmap Development & Governance Alignment
-
Translate assessment findings into phased transformation roadmaps
-
Support initiative prioritization and scoring frameworks
-
Develop dependency mapping and implementation sequencing
-
Align deliverables with governance structures and decision frameworks
-
Define roles responsibilities and execution plans (RACI)
6. Documentation & Deliverables
-
Produce clear traceable and actionable documentation including:

Business Requirements Documents (BRDs)
-
Process flows and diagrams
-
Assessment reports
-
Roadmaps and implementation plans
-
Ensure deliverables are aligned with organizational goals and implementation readiness
Required Qualifications
-
Bachelors degree in Business Information Technology Computer Science or related field
-
5 8 years of experience as a Business Analyst or similar role
-
Experience supporting IT modernization digital transformation or system implementation initiatives

Strong experience in:

Business process analysis

Requirements gathering and documentation

Stakeholder engagement

Ability to analyze complex systems and data environments

Excellent communication presentation and facilitation skills
Preferred Qualifications

Experience in federal or public sector environments

Knowledge of Agile methodologies
