Description

The Senior Manager exercises management responsibility over the administrative and operational activities of the Cardiovascular Research Institute (CVRI). The Senior Manager is responsible for establishing short and long term goals and objectives in line with Mount Sinai Health System as well as ensuring compliance with federal state and city regulatory agencies. The Senior Manager directs and coordinates all technical activities and functions is accountable and responsible for all laboratory operational functions in the CVRI including report preparation and representing assigned area at departmental meetings maintaining in-depth knowledge of techniques principles and addition the Senior Manager is responsible for providing administrative and programmatic oversight.



Responsibilities
  • Manages and acts as resource for the laboratory on a wide range of technical and critical strategic issues. Responsible for lab operations and the oversight of all aspects of efficient laboratory operations. Evaluates develops and implements new technical procedures for the CVRI laboratories to ensure accurate and efficient delivery of services and performs various laboratory procedures as needed.
  • Maintains established technical and operational standards to ensure compliance with School standards and licensing and accrediting agencies. Identifies contingency plans for potential risks. Liaise with Environmental Health Services (EHS) and other related School departments to ensure that procedures policies and standards of practice are followed. Others include Joint Commission on the Accreditation of Healthcare (JCAHO) Commission on Accreditation of Rehabilitation Facilities (CARF) New York State City Department of Health.
  • Confers with and advises staff and others to provide technical advice problem solving assistance answers to questions and goals and policy interpretations; refers to appropriate department or person when unable to respond. These include: communicating with storage facilities as needed for off-site materials (i.e.: freezer farm); managing computer systems that support laboratory equipment.
  • Encourages collaboration among divisions to effectively coordinate and implement operational activities; facilitates and encourages effective communications across functional areas.
  • Provides administrative direction and/or independently implements and coordinates with the institute director and other departments in the formulation interpretation and administration of current and long range policies procedures and programs.
  • Interprets and administers policies regarding hiring payroll appointments and promotions placement and orientation of all faculty and/or staff. Reviews and approves all reclassifications new positions and salary increases. Directs and coordinates the performance appraisal system for all faculty professional staff and biweekly employees.
  • Responsible for all departmental statistics and coordinates collection and preparation as required.
  • Provides oversight to management staff to ensure compliance with established practices to implement new policies and to keep employees aware of changes and current standards.
  • Collaborate with institute leadership to prepare proposals for corporate and foundation grant funding and/or grant funding continuation from outside sponsors/donors.
  • Plans budget needs by analyzing short and long-term program plans. Collaborates with the Chief Financial Officer and Financial Office to assure the completion of the annual budget and subsequent monitoring of financial status of the department unit or division
  • Assures the financial systems are in place to properly run the department in collaboration with other departments. Ensures compliance with MSMC policies and procedures.
  • Oversees and manages the activities and delegation of tasks to the Administrative Coordinator
  • Performs other related duties as required.


Qualifications
  • Bachelors degree or higher preferred or combination of appropriate administrative/managerial experience and education/training. Masters degree or PhD preferred
  • 7 years of relevant progressive administrative experience (2 years of supervisory preferred 4 years of experience in health care finance or administration preferred; experience in strategic planning and execution formulating policy building and developing financial plans managing resources and leading successful teams)
  • Prior experience and familiarity in a laboratory setting preferred
  • Managerial skills including budgeting and finance
