Job Summary

The Manager Technical Operations will be a critical member of the Laboratory & Facilities team responsible for ensuring the smooth safe and efficient functioning of our research and development labs. This role involves overseeing a wide range of activities from health and safety compliance to strategic asset management. The ideal candidate will have a strong background in laboratory management a passion for operational excellence and a collaborative spirit empowering our scientific teams to focus on discovering and developing innovative treatments for our patients.

Your Responsibilities: 

Health Safety & Environment (HSE) Leadership:

  • Lead and manage all laboratory-related health safety and environment (HSE) matters.
  • Liaise with lab-active staff and senior leadership to ensure new capabilities are forecast and prepared for.
  • Ensure lab-working contractors are suitably certified and permitted to work on site.
  • Lead lab-safety related teams including First Aid and Spill Teams to ensure coordinated and appropriate responses to issues.
  • Ensure updates to lab safety legislation are identified and implemented
  • Drive the laboratory HSE strategy ensuring robust safety protocols waste management occupational health and compliance measures are embedded in all lab activities.
  • Serve as the primary liaison between scientific teams and leadership for forecasting and safely implementing new technical capabilities.
  • Lead the lab safety governance working with the sites EHS chair and committee ensuring that legislative updates are identified and implemented effectively.
  • Serve as the key safety lead for regulated materials including providing oversight as a Radiation Protection Officer (RPO) as applicable and working with external advisors.

Laboratory & Asset Management:

  • Oversee the full lifecycle of laboratory assets partnering with Procurement to manage inventory preventative maintenance schedules and reactive repairs to ensure scientific continuity and compliance.
  • Working with our procurement team and vendors manage laboratory assets including inventory preventative and reactive maintenance to ensure safety and compliance.
  • Lead and liaise with internal science teams to develop the strategy for sourcing laboratory equipment and supplies managing key vendor relationships to maximize value service safety and innovation.
  • Ensure a consistent and effective lab inspection program is performed and lead incident reviews to guarantee that learnings are captured and applied across the organisation.

Collaboration & Operational Excellence:

  • Develop and implement training programs for all laboratory personnel on critical equipment safety procedures and operational routines.
  • Manage and foster relationships with external research partners (e.g. CROs academic institutions) to ensure Bicycle assets are maintained and staff operate safely and compliantly at third-party sites.
  • Build and maintain pathways for Bicycle staff to obtain access to third party facilities and activities whilst satisfying legal and contractual obligations
  • Participate as a member of the out-of-hours and business continuity teams addressing urgent laboratory issues that arise outside of normal working hours.

Knowledge & Expertise:

  • Core Expertise: You are a recognised expert in laboratory operations and HSE shaping best practices and acting as a thought leader for the function.
  • Data / Insight: You provide foresight and strategic interpretation of complex operational data (e.g. from safety audits asset performance) to drive continuous improvement and anticipate future needs.
  • Knowledge Sharing: You act as a thought leader for laboratory safety and operational excellence influencing best practice across the organisation and with external partners.

Job Complexity:

  • Task / Project Delivery: You oversee a complex portfolio of operational programs from asset lifecycle management to the entire laboratory HSE system.
  • Problem-Solving: You solve complex organisational challenges such as developing the safety framework for introducing novel high-potency materials or designing a cross-site asset management strategy.
  • Strategic Impact: You shape the functional strategy for laboratory operations directly enabling the companys R&D goals by providing a safe efficient and scalable research environment.

Independence:

  • Autonomy: You operate with broad independence setting the direction for laboratory operations and safety in partnership with senior R&D leadership.
  • Decision-Making: You make high-impact decisions with long-term implications such as selecting key vendors approving capital expenditure for equipment and defining the sites safety policies.
  • Leadership / Mentorship: You develop future leaders within your team and the wider operational community ensuring robust talent development and team accountability

Qualifications :

  • A proven track record of leading laboratory operations and health & safety within a dynamic academic or biopharmaceutical industry setting.
  • Deep expertise in laboratory HSE principles and governance ideally evidenced by a nationally recognised certification (e.g. NEBOSH) membership of relevant societies and experience acting as a Biological or Chemical Safety Officer.
  • Demonstrable experience developing and executing strategies for laboratory asset management including the procurement and maintenance of high-value scientific equipment.
  • Broad knowledge of the requirements for handling regulated materials such as human-derived tissues high-potency compounds or genetically-modified organisms. Recent experience acting as a Radiation Protection Supervisor (RPS) would be a significant advantage.
  • A collaborative and influential leader with experience managing relationships with external partners and embedding a positive culture of safety and operational excellence.
  • Previous hands-on experience working in a laboratory environment is highly desirable.
