DEFINITION

The Executive Director of Curriculum & Instruction is an administrative and supervisory position that provides strategic leadership for the design implementation and continuous improvement of curriculum instruction assessment and professional learning across the division.

This executive position ensures that instructional systems are coherent data-informed and aligned with the Virginia Standards of Learning. The Executive Director leads efforts to strengthen instructional quality build leadership capacity and improve student achievement for all learners.

SUPERVISION

The Executive Director reports to the Chief Academic Officer and oversees senior coordinators instructional specialists family engagement specialists and assigned support staff. Performance is evaluated based on organizational effectiveness quality of implementation student outcomes and alignment with division priorities.

DISTINGUISHING CHARACTERISTICS

The Executive Director classification manages a departmental operation program or initiative and have responsibility for supervision of staff and/or a program requiring a single area of expertise.

ESSENTIAL FUNCTIONS OF THE CLASS

Leads the development implementation and evaluation of division-wide curriculum instruction and assessment systems.

Ensures alignment of all curricula with the Virginia Standards of Learning and state accountability requirements.

Facilitates the development and monitoring of a guaranteed and viable curriculum through curriculum mapping and cross-content collaboration.

Leads the K12 course approval and evaluation process including preparation and publication of the Secondary Course of Study.

Oversees textbook and instructional resource selection processes to ensure quality alignment and compliance with state requirements.

Monitors and analyzes student achievement and instructional management data to inform strategic planning and continuous improvement efforts.

Uses data to report progress toward division goals and recommends instructional adjustments as needed.

Supports schools in implementing evidence-based instructional practices and high-impact teaching strategies.

Ensures stakeholder input informs instructional strategy and decision-making.

Develops and oversees a comprehensive professional learning system aligned to school improvement goals and division priorities.

Oversees and aligns multiple funding streams to support division-wide professional learning and leadership development initiatives.

Designs and implements leadership development opportunities for administrators and teacher leaders.

Applies adult learning theory and research-based practices to professional development initiatives.

Promotes instructional practices that meet the needs of English learners students with disabilities gifted learners and other diverse student populations.

Partners with executive leaders across departments to ensure coordinated comprehensive support for schools.

Advances equitable access to high-quality instruction and enrichment opportunities for all students.

Supervises and evaluates instructional and non-instructional staff within the department.

Builds and sustains collaborative structures with principals assistant principals and key stakeholders.

Represents curriculum instruction assessment and federal program matters at School Board meetings and public forums.

Participates in McKinney-Vento attendance appeals.

Responds to community inquiries related to curriculum instructional programs and federally funded initiatives.

Provides executive oversight and administration of Title II Part A and Title IV Part A federal grants to ensure alignment with division strategic priorities and identified needs.

Leads the comprehensive needs assessment process to inform federal program design funding allocations and continuous improvement planning.

Develops submits revises and amends federal grant applications in compliance with all state and federal regulations.

Monitors implementation of grant-funded initiatives to ensure programmatic fidelity measurable outcomes and regulatory compliance.

Oversees fiscal management of assigned federal funds ensuring appropriate expenditures supplement-not-supplant compliance and adherence to allowable cost principles.

Collaborates with the finance department to ensure accurate tracking reconciliation reporting and audit readiness of federal funds.

Prepares and submits required federal reports and documentation and coordinate responses for state monitoring and compliance reviews.

Ensures timely and meaningful consultation with eligible private schools and oversee equitable services in accordance with federal law including approval of funding requests monitoring of expenditures and maintenance of required documentation.

Provides technical assistance to division and school leaders regarding allowable use of federal funds program requirements and compliance expectations.

Evaluates the impact of federally funded initiatives and use outcome data to guide future planning resource allocation and program improvement.

Performs other duties as assigned by the Chief Academic Officer.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

Demonstrates comprehensive knowledge of the school divisions organizational structure departmental functions mission goals and guiding philosophy.

Possesses extensive knowledge of curriculum development instructional design assessment systems professional learning structures and continuous improvement processes.

Maintains thorough understanding of applicable federal state and local laws regulations and policies including those governing Title II and Title IV programs and equitable services requirements.

Exhibits strong knowledge of adult learning theory leadership development and implementation science.

Demonstrates the ability to effectively plan organize implement monitor evaluate and refine complex initiatives and strategic goals.

Builds and sustains collaborative productive working relationships with internal and external stakeholders including school leaders community members and private school representatives.

Communicates clearly effectively and professionally in both oral and written formats.

Applies strong data collection analysis interpretation and technical report writing skills to support data-informed decision-making and compliance reporting.

Demonstrates fiscal management skills related to multi-source funding and regulatory accountability.

MINIMUM EDUCATION TRAINING AND EXPERIENCE REQUIEMENTS

Doctoral degree in education preferred with an endorsement in PreK12 Administration and Supervision.

Minimum of five years of verifiable experience as a successful classroom teacher and/or administrator in a K12 school division.

Coursework in human relations adult learning curriculum development and educational leadership.

Experience in leadership development educational administration curriculum management federal program administration or any equivalent combination of education and experience that would provide the required knowledge skills and abilities.

LICENSE/CERTIFICATION

Postgraduate Professional License with an endorsement in PreK12 Administration and Supervision.

PHYSICAL EFFORT

Work requires normal physical effort associated with working in an office and school environment.

UNUSUAL DEMANDS

Work is performed in school and office settings and is frequently subject to deadlines. Work requires attendance at evening and weekend meetings locally and throughout the state. Out-of-state travel may be required. Daily work may involve collaboration with all employee groups and broad-mandated programs. Continuous professional development to remain current in curriculum instruction assessment and federal program requirements is expected.
