Job Summary

Work Location: Greater Area of Toronto (GTA)

Reporting to the Director of Operations the incumbent will be responsible for following established procedures and conducting audits of safe work practices. This includes verifying adherence and compliance with construction activities performed by qualified contractors to ensure alignment with applicable construction standards electrical safety rules organizational rule books occupational health and safety legislation and relevant laws and guidelines (e.g. traffic control requirements municipal codes etc.).

PRECONSTRUCTION

  • Review the Green Construction Folder (GCF) and all relevant construction documentation prior to attending prejob and preconstruction meetings.
  • Review civil design packages in advance of prejob and preconstruction meetings.
  • Lead or contribute to pre-job meeting and identify/review defined critical tasks for construction.

INCONSTRUCTION

Site Visits and Reporting

  • Conduct random audits of safe work practices for construction activities performed by qualified contractors to ensure adherence to organizational construction standards electrical safety rules occupational health and safety legislation and applicable laws and guidelines.
  • Verify contractor compliance with all required construction standards safety rules procedures and regulatory requirements.
  • Collect and validate all required project documentation from contractors including safety forms permits and site safety assessments.
  • Confirm contractor adherence to applicable laws and guidelines (e.g. traffic control requirements municipal consent regulatory manuals).
  • Verify that construction work and workmanship comply with approved project drawings specifications and relevant regulatory requirements (e.g. O. Reg. 22/04).
  • Ensure onsite work meets specifications for highvoltage apparatus and is performed professionally with attention to detail and public safety.
  • Be present onsite to perform inspections of critical tasks as identified in the critical task checklist.
  • Document and validate daily construction progress including any deviations from the original design due to field conditions scope changes or design issues following the established changeorder process.
  • Capture photos of work progress and workmanship as needed.
  • Verify that materials acquired and installed by contractors match the approved bill of materials and comply with applicable construction standards and specifications.
  • Maintain a daily construction activity log including key activities measurements markedup drawings and supporting photos.
  • Review the project inspection schedule and track inspection hours.

Monthly Billing Change Order Verification and Reporting

  • Verify monthly quantities of installed materials and completed work units submitted by contractors to support interim and final payment processing.
  • Follow established changeorder procedures to audit verify and approve contractor changeorder submissions.
  • Review and validate contractor change orders for accuracy and compliance.
  • Confirm that materials installed by contractors align with the approved bill of materials and meet required standards and specifications.
  • Provide project status updates to internal stakeholders as required.
  • Participate in site meetings variance meetings and other projectrelated discussions as needed.
  • Participate periodically in contractor tailboard/safety meetings.

Safety and Quality NonCompliance

  • Document and report any quality safety or administrative noncompliance issues to the designated client representative following the clients nonconformance reporting process.
  • Immediately report serious safety infractions to the contractors site contact and stop work in lifethreatening situations.
  • Participate in accident and incident reporting processes as required.
  • Present safety nonconformance reports during client monthly safety meetings and review all NCRs during contractor review meetings with client.

CLOSEOUT

  • Conduct final site walkdowns and document any deficiencies.
  • Validate completion of work and sign off on attainment or completion forms.
  • Issue incompletework notices for outstanding items and follow up with contractors to ensure completion.
  • Identify audit and report deficiencies by issuing quality noncompliance notices and follow up during the warranty period.
  • Issue safety noncompliance notices for any unresolved site safety issues.
  • Validate and accept asbuilt civil drawings prepared by the contractor in accordance with applicable standards (e.g. CSA S250).
  • Validate and accept asbuilt electrical drawings prepared and signed by a competent contractors representative in accordance with regulatory requirements and client close out procedure.
  • Review returned construction documentation and follow the applicable closeout checklist addressing any outstanding items.
  • Verify material lists for civil work where materials were supplied by the client or owner.
  • Follow the postconstruction meeting checklist.
  • Prepare and submit project finalization reports.
  • Prepare and share lessons learned during postconstruction meetings.
  • Participate in postconstruction and variance review meetings.

OTHER RESPONSIBILITIES

  • Maintain project information and execution reports drawings and ensure that project documents are current and valid.
  • Produce various reports including daily weekly and monthend summaries.
  • Manage project information and maintain uptodate project documentation and markup drawings
  • Follow up with clients and contractors to obtain required documents.
  • Prepare project progress statements and reports.
  • Collaborate with team members and other inspectors to prepare and deliver reports to clients.
  • Respond to contractor and client inquiries maintain positive working relationships and assist in resolving issues.
  • Work with the project manager to provide required reporting and coordinate with contractors representatives.
  • Prepare spreadsheets and tracking tools for project and contractor information.

 


Qualifications :

EDUCATION:

  • Powerline Technician or underground equivalent shall have Lineman Ontario Provincial Classification or Journeyperson Certificate of completion issued by MEA or MTCU or Power Line Technician Red Seal Certification.

EXPERIENCE:

  • 7 years  of relevant experience in a hydro network construction site;

General skills:

  • Strong time management skills
  • Ability to write detailed and comprehensive technical reports in Word and/or Excel format.
  • Candidates must be proficient in using various types of computer software (Word Excel. PowerPoint & Outlook).
  • Proven ability to manage and coordinate multiple projects in a fast-paced highly professional environment.
  • Candidates must demonstrate excellent verbal and written communication skills including grammar and composition.
  • Ability to work well with others & independently.
  • Proven time management skills and a strong attention to detail.
  • Works well under pressure.
  • Extended hours and shift work may be required from time to time.
  • Travel to other SGS locations or client location may be required from time to time.
  • Ensures full compliance with the companys Health & Safety Code of Integrity and Professional Conduct policies.
  • Ability to plan and prioritize
  • Must be able to read understand and follow work instructions in a safe accurate and timely manner.

  • Travel between site locations across city of Toronto or client location may be required from time to time.
  • Ensures full compliance with the companys Health & Safety Code of Integrity and Professional Conduct policies.
  • Must have a valid G-Class drivers license

Specific technical skills:

  • Advance skill to recognize assess and control potentially hazardous situations in the work environment. Ensure that the work area is kept safe and maintained with good housekeeping practices
  • Proven background in both overhead and underground electrical distribution including cable pulling wire stringing and pole line construction
  • Experience in installing and commission switchgear transformers and related apparatus in compliance with industry standards.
  • Familiarity with operating and maintaining equipment such as boom trucks tensioners pullers and other tools specific to high-voltage line work
  • Advanced skill in site inspection to verify compliance with drawings & technical specifications; perform visual inspections according to the criteria
  • Possess knowledge of industry standard safe working practices. Report near misses and investigate incidents.
  • Experience and training in LIVE-LINE construction and maintenance practices/procedures.
  • Excellent in maintaining records of work quality and overseeing project non-conformance reporting process
  • Experienced in monitoring construction work schedule keep daily inspection logs photographs & receipt inspections communicating project status ensuring execution proficiency accuracy and professionalism
  • Knowledge in project scope change control defect and warranty claims escalating issues & resolve disputes
  • Excellent in developing project documents procedures to support QA and QC complete the necessary quality forms related to monitoring or inspection work; obtain information required for carrying out the work
  • Ability to read and interpret drawings & specifications based on engineered design.
  • Knowledge of the following electrical standards; Canadian Civil Code CSA ASCE ETC.
  • Strong knowledge of underground cable pulling techniques and standards
  • Experience in performing or inspection of stringing overhead conductors and working safely at heights
  • Familiarity with installation and commissioning of switchgear transformers and other apparatus.
  • Understanding of electrical safety codes procedures and hazard controls (e.g. ESA EUSR OHSA).
  • Ability to review and audit electrical utility construction and maintenance activities.
  • Proficient in protection and control systems related to power distribution.
  • Knowledge of Toronto Hydro specifications drawings and work methods is an asset.
  • Skilled in identifying non-conformances workmanship issues and safety risks.
  • Ability to interpret and validate single-line diagrams wiring schematics and as-builts.
  • Experience in underground utility projects
  • Familiar with Urban and municipal works
  • Familiar with Book-7 and Road work safety and traffic control
  • Familiar with work safety and general hazards
  • Experience in inspection & supervision of construction projects for Infrastructures utilities urban development power distribution pilling roads building bridges towers highways etc.
  • Experience in inspection & supervision of construction activities for excavation shoring deep foundation
  • Knowledge on reading underground utility drawings and locate drawings
  • Knowledge on hydro vacuum excavation and day lighting
  • Experience in temporary support for underground utilities (cable water main gas )
  • Knowledge in City of Toronto MCR and regulation for Construction/development in Urban
  • Knowledge in minimum clearances for construction around utilities
  • Experience in Inspection & Test witness of construction material.
  • Experience in project management. Knowledge of Primavera is an asset.
  • Must be able to read understand and follow work instructions in a safe accurate and timely manner.
