Job Summary

Work Location: Greater Area of Toronto ( GTA)

Reporting to the Director of Operations the incumbent is responsible for following established organizational procedures and conducting audits of safe work practices. This role verifies adherence and compliance for construction activities performed by qualified contractors ensuring alignment with applicable construction standards Electrical Utility Safety Rules (EUSR) internal rule books the Occupational Health and Safety Act (OHSA) and all relevant laws and guidelines (e.g. MTO Book 7 MCR).

PRECONSTRUCTION

  • Review the Green Construction Folder (GCF) and all construction documentation prior to attending prejob and preconstruction meetings.
  • Review civil designs in advance of prejob and preconstruction meetings.
  • Lead or contribute to pre-job meeting and identify/review defined critical tasks for construction.

INCONSTRUCTION

Site Visits and Reporting

  • Conduct random audits of safe work practices for construction activities performed by qualified contractors to ensure adherence to organizational construction standards electrical safety rules occupational health and safety legislation and applicable laws and guidelines.
  • Verify contractor compliance with all required construction standards safety rules procedures
  • Verify contractor compliance with all required construction standards safety rules procedures and regulatory requirements.
  • Collect and validate all required project documentation from contractors including forms (e.g. Form 1000) cut permits and site safety assessments.
  • Verify that construction work and workmanship comply with approved project drawings specifications and relevant regulatory requirements (e.g. O. Reg. 22/04).
  • Ensure onsite work meets specifications for highvoltage apparatus aligns with project mandates and is executed professionally with attention to detail and public safety.
  • Perform onsite inspections of critical tasks as required by the critical task checklist.
  • Document daily construction progress including deviations from original design due to field conditions scope changes or design deficiencies following the change order process.
  • Capture photos of work progress and workmanship as needed.
  • Verify that all materials acquired and installed by contractors match the approved bill of materials and comply with construction standards and specifications.
  • Maintain a daily construction activity log including activities measurements markedup drawings and relevant photos.
  • Review project inspection schedules and track inspection hours.

Monthly Billing Change Order Verification & Client Reporting

  • Verify monthly quantities of installed materials and completed work units submitted by contractors to support interim and final payment approvals.
  • Follow established change order procedures; audit verify and validate contractor change orders submissions
  • Review and validate contractor change orders for accuracy and compliance.
  • Confirm that all materials installed align with the approved bill of materials and applicable construction standards.
  • Provide ondemand project status updates to the clients designated representative.
  • Participate in site meetings and variance meetings and other projectrelated discussions as required.
  • Participate periodically in contractor tailboard/safety meetings.

Safety and Quality NonCompliance

  • Document and report any quality safety or administrative noncompliance to the designated client representative following the clients nonconformance reporting (NCR) process.
  • Immediately report serious infractions to the contractors site contact and stop work in lifethreatening situations.
  • Participate in accident/incident reporting processes as required.
  • Present safety NCRs during client monthly safety meetings and review NCRs during contractor biweekly meetings with the client.

CLOSEOUT

  • Conduct final walkdowns and document deficiencies.
  • Validate completion of work and sign off on attainment or completion forms.
  • Issue InComplete Work tickets when required and follow up with contractors to complete outstanding work.
  • Identify audit and report deficiencies through Quality NonCompliance reports and follow up during the warranty period.
  • Issue safety NonCompliance reports for any unresolved site safety issues.
  • Validate and accept asbuilt civil drawings prepared by the contractor in accordance with applicable standards (e.g. CSA S250).
  • Validate and accept AsBuilt electrical drawings prepared and signed by a competent contractor representative in accordance with the construction verification program and O. Reg. 22/04.
  • Review returned construction documentation and follow the applicable closeout checklist addressing any outstanding items.
  • Verify material lists for civil work when materials are supplied by the client.
  • Follow the postconstruction meeting checklist.
  • Prepare and submit project finalization reports.
  • Prepare and submit lessons learned and present them during postconstruction meetings.
  • Participate in postconstruction and variance review meetings.

OTHER RESPONSIBILITIES

  • Maintain project information and execution reports documents and drawings and ensure that project documents are current and valid.
  • Produce daily weekly and monthly reports as required.
  • Manage and organize project information and maintain uptodate project documentation and markup drawings
  • Follow up with clients and contractors to obtain required documentation.
  • Prepare project progress statements and reports.
  • Collaborate with team members and other inspectors to prepare reports and deliver reports to  client.
  • Respond to contractor/client inquiries maintain positive working relationships and assist in resolving issues.
  • Work with project managers to support client reporting needs and coordinate with contractors  representatives.
  • Prepare spreadsheets and tracking tools for project and contractor information.

Qualifications :

EDUCATION:

  • Bachelors degree in electrical engineering  or Red Seal Journeyman Electrician or Certified Engineering Technologist in Electrical Engineering

EXPERIENCE:

  • 3 years   of relevant experience in hydro network construction site.

General skills:

  • Strong time management skills
  • Ability to write detailed and comprehensive technical reports in Word and/or Excel format.
  • Candidates must be proficient in using various types of computer software (Word Excel. PowerPoint & Outlook).
  • Proven ability to manage and coordinate multiple projects in a fast-paced highly professional environment.
  • Candidates must demonstrate excellent verbal and written communication skills including grammar and composition.
  • Ability to work well with others & independently.
  • Proven time management skills and a strong attention to detail.
  • Works well under pressure.
  • Extended hours and shift work may be required from time to time.
  • Travel to other SGS locations or client location may be required from time to time.
  • Ensures full compliance with the companys Health & Safety Code of Integrity and Professional Conduct policies.

  •  Travel between various project or client sites within the city or surrounding areas may be required full compliance with the companys Health & Safety Code of Integrity and Professional Conduct policies.
  • Must have a valid G-Class drivers license

SPECIFIC TECHNICAL SKILLS

  • Advanced skill in conducting site inspections to verify compliance with drawings technical specifications and visual inspection criteria.
  • Strong ability to maintain detailed records of work quality and oversee the project nonconformance reporting process.
  • Experienced in monitoring construction activities tracking work schedules maintaining daily inspection logs photographs and receipt inspections and communicating project status with accuracy and professionalism.
  • Knowledge of project scope management change control processes defect and warranty claims issue escalation and dispute resolution.
  • Proficient in developing project documentation and procedures to support QA/QC activities completing required quality forms and gathering necessary information for inspection tasks.
  • Knowledge of electrical and civil standards such as CSA ASCE and related industry codes.
  • Strong understanding of underground cablepulling techniques methods and standards.
  • Experience performing or inspecting overhead conductor stringing and working safely at heights.
  • Familiarity with installation and commissioning of switchgear transformers and related electrical apparatus.
  • Understanding of electrical safety codes procedures and hazard controls (e.g. ESA EUSR OHSA).
  • Ability to review and audit electrical utility construction and maintenance activities.
  • Proficient in protection and control systems used in power distribution.
  • Knowledge of utilityspecific specifications drawings and work methods is considered an asset.
  • Skilled in identifying nonconformances workmanship issues and safety risks.
  • Ability to read and interpret engineered drawings and technical specifications.
  • Experience with underground utility construction projects.
  • Experience with overhead utility construction projects.
  • Familiarity with urban and municipal infrastructure work.
  • Knowledge of Book 7 requirements road work safety and traffic control procedures.
  • Strong understanding of general construction safety practices and common site hazards.
  • Experience inspecting and supervising construction projects involving infrastructure utilities urban development power distribution and medium/highvoltage systems.
  • Experience inspecting and supervising installation of overhead poles and streetlighting systems.
  • Ability to read underground utility drawings and locate drawings.
  • Knowledge of hydrovacuum excavation and daylighting procedures.
  • Experience supporting temporary protection of underground utilities (e.g. cable water main gas).
  • Knowledge of municipal construction regulations and requirements for urban development.
  • Understanding of minimum clearance requirements for construction around utilities.
  • Experience performing inspection and test witnessing for construction materials.
  • Experience in project management; familiarity with Primavera is an asset.
  • Ability to read understand and follow work instructions safely and accurately.
  • Certification in Working at Heights Fundamentals of Fall Prevention.
  • Completion of Work Protection Code training (or equivalent utility protection code).
  • Knowledgeable in the application of Electrical Utility Safety Rules and relevant industry requirements under the Occupational Health & Safety Act.
  • Certified in CPR/First Aid.
  • Completion of Infrastructure Health & Safety Association (IHSA) courses including:
    • Overhead and Underground Rescue Techniques
    • Transportation of Dangerous Goods
  • Ability to read and interpret complex schematic diagrams and drawings.
  • Ability to write detailed and comprehensive technical reports using Word and Excel.
  • Knowledge of electrical standards such as the Canadian Electrical Code NFPA 70 (NEC) IEC ASTM ANSI IEEE UL and API.
  • Inspection experience with components such as power cables overhead conductors transformers reactors protection relays control panels motors generators switchgear and telecommunications equipment.
