Job Summary

1. SUMMARY

The NATO Representation to Ukraine (NRU) helps implement and direct cooperation between NATO and Ukraine.

The incumbent provides political analysis and advice on issues related to the NATO-Ukraine relations to enable informed decision making and support the management of current affairs. The incumbent deputises for the Head of Political Affairs in her/his absence.

2. QUALIFICATIONS AND EXPERIENCE

The incumbent must:

possess a university degree in the field of political science international relations security studies or another relevant discipline;

possess at least four years of experience in foreign/security/defence affairs;

have a well-developed understanding of the overall political context of NATOs relations with Ukraine and Ukraine-related political and security-policy issues

have excellent oral and written communication skills;

possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; I (Beginner) in the other.

The following would be an advantage:

working knowledge of Ukrainian or other similar Slavic languages.

3. MAIN ACCOUNTABILITIES

Expertise Development. Provide political analysis and advise the NRU and NATO leadership on policy and partnership issues related to Ukraine. Advise key stakeholders on reforms and relevant policy-related issues within assigned area of responsibilities and take the lead on issues related to the NATO-Ukraine adapted Annual National Programme.

Stakeholder Management. Work across NATO structures and enhance relationships with Allies partner countries international organisations and various other contacts to effectively manage current affairs related to the NATO-Ukraine relationship and build a network.

People Management. Support the delivery of the NRUs political analysis by directing and coaching locally-engaged political analysts. Deputise for the Head of Political Affairs in her/his absence

4. INTERRELATIONSHIPS

Reporting Line: The incumbent works under the overall leadership of the Head of the NATO Representation to Ukraine reporting to the Head Political Affairs Section.

Interactions: The incumbent collaborates closely with the Political Affairs and Security Policy (PASP) Division in particular with the Head Policy East Section and with the relevant stakeholders in Ukraine.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of one year; possibility of renewal for up to 2 x one year (1 year 1 year 1 year).
Contract clause applicable:
This post is required for a limited period to support the NRU. As employment in this post is of limited duration the successful applicant will be offered a definite duration contract of one-year duration which may be renewed for two periods of up to one year if required to support this project.
If the successful applicant is seconded from the national administration of one of NATOs member States a one-year definite duration contract will be offered which may be renewed for two periods of up to one year if required to support this project and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
