BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the worlds largest humanitarian organization saving lives and changing lives delivering food assistance in emergencies and working with communities to improve food and nutrition security and build resilience. WFPs new Strategic Plan 2026-2029 embodies a strategic shift towards providing assistance in fragile and emergency settings at scale to meet urgent food and nutrition needs while fostering integration between emergency and resilience activities to deliver a cohesive programme that strengthens selfreliance reduces near-term humanitarian needs through investments in crisis-prone communities and builds host government capacities.
Providing humanitarian assistance in emergency settings is at the heart of WFPs work. The Emergency Preparedness and Response service (PRGE) was established to support and ensure programme quality in emergencies through developing and operational izing normative standards and guidance while providing the training capacity strengthening and direct operational support required by the field.
Due to its humanitarian mandate operational presence and scope of response WFP is more regularly operating in contexts where militaries and other armed actors are present influencing the availability and quality of humanitarian access. The WFP Strategic Plan holds that principled humanitarian access - i.e. WFPs ability to reach affected populations and their ability to access WFP assistance - is a precondition to effective humanitarian action.
As a result to do its work WFP engages with armed entities to negotiate and coordinate safe and principled humanitarian access for WFP personnel and cargo and ensure appropriate logistics planning and response. The Emergency Preparedness and Response service also supports WFPs leadership in making strategic and well-informed decisions and provides expertise to support their humanitarian diplomacy efforts with the wider UN system and Member States. The incumbent will be part of the Global Rapid Response Team (GRRT) under the general supervision of the Head of GRRT working in close coordination with various technical functions.
ESSENTIAL REQUIREMENT:
Deploy to provide expert assistance to Country Office on civil-military considerations to assist WFP in an emergency response.
Provides strategic advice and support to WFP leadership through the Director of Emergency Preparedness and Response including up-to-date information regarding substantive political matters affecting WFPs access and operations and makes recommendations on relevant courses of actions.
Sustain a dialogue and coordinate with military/state counterparts to ensure the appropriate and mutual exchange of information about ongoing WFP activities.
Develop a sustainable relationship with humanitarian civ-mil coordination stakeholders. This may include ad hoc interaction and/or participation in on-going structures within that community.
Engage with government and military leadership to support to influence and shape decision-making in support of WFPs operations.
Conduct analysis engagement and negotiation with non-state armed actors as needed and feasible to facilitate safe and principled humanitarian access.
Provide global reporting on ongoing WFP civil-military activities including where this intersects with UN civil-military activities and relations in agreed formats and timeframes.
Promulgate and advocate with security forces in the range of WFP/CPs planning and operational activities while ensuring alignment with the established international and national CMCoord standards.
Further develop and promulgate the WFP approach towards Armed Escorts use of military assets and other civil-military coordination topics and provide support and training as needed to Regional Offices and Country Offices on its implementation.
Create maintain and strengthen contacts and relationships with other relevant parts of the UN system international organizations and governments on coordination and policy matters; monitors actions taken by international organizations UN entities governments civil society organizations non-governmental organizations and universities and think tanks in the areas of humanitarian access and diplomacy.
Proactively reviews and monitors political activities affecting WFP operations in the country or region in the assigned area of responsibility; assesses latest trends and developments which might affect the area of assignment; recommends solutions/possible course of action by WFP as appropriate.
Proactively analyses events affecting WFP access and operations in assigned areas with a view to providing pivotal advice to WFPs leadership.
Perform other related duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
An advanced university degree or a university degree in relevant fields such as Political Science Law History International Relations Anthropology is required for this position. This educational background is crucial for understanding the complex political and humanitarian landscape in which WFP operates particularly in conflict-affected countries
Experience:
The position requires a minimum of five years of postgraduate experience in humanitarian operations with significant experience in challenging operational environments.
Candidates should have a proven track record of engaging with military structures local communities state authorities and/or non-state armed groups demonstrating their ability to navigate complex humanitarian negotiations and advocate for principled access to humanitarian assistance.
Knowledge & Skills:
Familiarity with WFP operations and relevant technical standards (e.g. programme logistics security).
Strong understanding of relevant norms especially humanitarian
principles and International Humanitarian Law and ability to apply
them in emergency settings.
Analytical ability to understand and utilize information pertaining to
context stakeholders and conflict dynamics.
Ability to sensitize advocate and negotiate with armed actors in a
flexible resourceful respectful and principled manner.
Candidates should demonstrate strong leadership abilities and the
capacity to build effective working relationships across diverse
cultural backgrounds.
Languages:
Fluency in English is mandatory both oral and written.
Additionally fluency in French and/or Arabic would be a strong
advantage.
