Job Summary
Primary Purpose:
The Director of Assessment Accountability & Compliance provides leadership for the
development implementation coordination and evaluation of district systems for accountability
assessment and state and federal programs. This position facilitates the operation and
expansion of evidence-based innovative school and program models state and federal programs
and Teacher Incentive Allotment (TIA). The Director oversees evaluation and testing services
disaggregates student data to identify performance gaps provides actionable reports to
stakeholders to improve instruction and monitors and leads the continuous improvement cycle.
Qualifications:
Education/Certification:
Masters degree from an accredited college or university
Valid teaching certification
Valid Texas Administrator Certificate
Doctorate preferred
Special Knowledge/Skills:
Ability to use student test data systems
Ability to use personal computer and software to collect report and present data and
assessment-related information
Ability to develop and deliver training to adult learners
Excellent organizational communication and interpersonal skills
Knowledge of state accountability state assessments and local assessment processes
Knowledge and understanding of technology and its role in enhancing student services and
programs
Knowledge of computers networks multimedia and educational software programs
Experience managing educational programs and administrative functions
Proficiency with Excel and database software
Three years of teaching experience preferred
Experience:
Five years of experience in instructional leadership
Two years of principal or campus administration experience preferred
Major Responsibilities and Duties:
Analysis and Collaboration
1. Analyze and interpret student test data to identify trends and opportunities and ensure
that campus instructional staff receive timely clear and usable data to effectively
develop student achievement goals and objectives
2. Develop and present statistical studies analyses and evaluation reports as required;
conduct additional customized research based on district or campus needs
3. Consult with district staff to develop administer and interpret evaluation guidelines and
procedures
4. Collaborate with instructional leaders to develop design and select measurement
instruments to assess the effectiveness of instructional programs and pilot projects
5. Work with campus principals to enhance teacher capacity in using data for instruction
and intervention
6. Analyze and forecast district performance based on Texas A-F accountability metrics to
guide school improvement efforts
7. Oversee administration of all assessment systems for the district including local state
and national assessments
8. Serve as a liaison between the district and TEA for submission of reports related to state
and federal accountability and assessment
9. Oversee federal and state accountability systems and processes including all aspects
of A-F RDA and state and federal compliance
10. Direct and oversee assigned federal and state programs which may include Title I II III
IV McKinney-Vento and others in collaboration with campus and district administration
11. Oversee data and reporting cycles for accountability assessment and state and federal
programs
12. Create internal systems to evaluate the effectiveness of services and programming
within the Department of Accountability Assessment and Compliance ensuring
implementation of school improvement efforts consistent with ESSA and other local
state or federal regulations
13. Implement local state and federally mandated student assessment programs and
analyze and interpret results to identify student performance trends
14. Coordinate mandatory TEA programs and assessments effectively and efficiently
TIA Program Management
15. Set the vision plan and oversee support of innovative programs including TIA for the
district
16. Serve as the primary point of contact for Teacher Incentive Allotment (TIA) activities and
manage all facets of the program
17. Provide support to campus and district leadership in the implementation and monitoring
of the TIA program
18. Assist in the development and updating of manuals training materials and resources
related to the TIA program
19. Lead the development of student growth measures related to the TIA program
20. Research and analyze the validity and reliability of third-party student growth measures
related to the TIA program
21. Assist with reporting assessment data for the TIA program
22. Generate reports on campus walkthroughs to share with leadership
23. Contribute to the development of a process for evaluating and renewing locally
developed teacher designation systems ensuring alignment with designation system
best practices
Budget Recordkeeping Reporting and Inventory
24. Complete evaluation and compliance reports as required by federal and state programs
25. Administer the department budget and ensure that programs are cost-effective and
funds are managed responsibly
Professional Growth and Development
26. Confer regularly with assigned staff to discuss performance and jointly develop
improvement objectives
27. Select train evaluate and supervise the Coordinator of State and Federal Programs
Coordinator of Testing and Executive Administrative Assistant and make
recommendations relative to assignment retention discipline and dismissal
28. Attend and present at School Board meetings as needed
29. Model professionalism and loyalty through behavior actions and words in support of the
district Board of Trustees colleagues and supervisors
30. Maintain awareness of current events publications and legislation pertinent to state and
federal programs assessment accountability TIA and T-TESS
Talent Development
31. Prepare distribute and maintain Texas Teacher Evaluation and Support System (T-
TESS) documentation and data
32. Maintain the T-TESS database on the Teach for Texas dashboard
33. Prepare distribute and collect professional staff T-TESS evaluation rosters for campus
leaders
34. Develop and support capacity of direct reports including the Coordinator of State and
Federal Programs Reporting Specialists and Testing Coordinator
Instructional and Program Management
35. Manage and support the day-to-day functioning of the Assessment and Accountability
Department
36. Analyze and report data on a district-wide basis
37. Understand train and communicate information about the state and federal
accountability system
38. Serve as a resource to administrative personnel in expanding their use of data
39. Provide technology support for assessment software
40. Assist with the distribution and inventory of state assessment materials
41. Coordinate technology related to TELPAS online assessment including scheduling and
hardware and software preparation
42. Serve as a liaison to outside vendors and internal departments providing technology
software support
43. Collaborate with and provide training for Instructional Technology Assessment and
Curriculum and Instruction staff

TEA Code of Ethics for Educators and assume such responsibilities as assigned
