Main Purpose of Job

This full-time contractual position serves as School Based Services Operations Manager working within the Office Medical Benefits Management (OMBM) in the Office of the Deputy Secretary for Health Care Financing and Medicaid Director. The Medicaid School Based Services program is primarily tasked with managing and implementing new policy initiatives and coverage for the expansion of School Based Behavioral Health services as described and directed in the Childrens Medical Services Program (CMS) Grant: Implementation Enhancement and Expansion of Medicaid and the Childrens Health Insurance Program (CHIP) School-Based Services. The position will oversee the overall operations of the grant and requires an individual with strong attention to detail ability to prioritize multiple projects with competing deadlines facilitate data collection and analysis and support leadership decisions in a complex healthcare environment.

This position will be responsible for providing leadership and direction to OMBM staff on legislation policy data analysis and program development and evaluation for all Medicaid reimbursed School Based Behavioral Health Services. This position will lead teams of OMBM and/or other Medicaid staff to implement new programs and benefits in consultation with internal and external stakeholders. The position will attend stakeholder meetings internal program and staff meetings conference calls committee meetings and hearings as needed to represent OMBM.

This position will also provide managerial guidance feedback and support to other SBS OMBM position is eligible to perform its duties via remote teleworking 60% or as otherwise permitted by the appointing authority. Permission to telework is subject to the discretion of the appointing authority and can be terminated at any time as outlined in the telework agreement.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Previous experience in social work behavioral health education and school administration
  • Experience evaluating analyzing researching and developing health care services policies and programs
  • Knowledge of applicable state and federal laws regulations and requirements especially as they relate to education and health care
  • Experience with Database Management systems
  • Experience conducting data analysis to create daily weekly monthly quarterly and annual reports
  • Ability to prioritize and multitask
  • Ability to work independently and as part of a team

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
