Introduction

The Senior Engineer Operational and Workplace Safety ensures full compliance with GlobalFoundries EHSS policies and local safety regulations. The role partners closely with site and global EHSS teams fab operations and stakeholders to translate regulatory requirements into practical operational safety solutions. Key responsibilities include risk control evaluations contractor safety management committee leadership support and championing safety programs to protect people sustain fab operations and uphold the sites license to operate in a fastpaced semiconductor environment.

Plant Shut Down (PSD) Management

  • Support PSDownerin safety planning and execution including hazard identification contractor coordination and control of highrisk activities (energy isolation confined space hot work chemical de-inventoryingetc).

  • Ensure PSD readiness and compliance byvalidatingpermitsystems isolation plans emergency response arrangements and postPSD recommissioning safety checks before returntoservice.

Safe Work Practices andHigh RiskWork Activities

  • Establishimplementand verify safe work practices forhigh riskwork activities such as work at heights confined space entry LOTO hotwork etc.

  • Support stakeholders to ensure their task risk assessments method statementscompetencyand control measures are in place before work commencement

  • Manage and own electronic PermitToWork system (ePTW)

  • Analyze data toidentifyrecurring risk trends weak controls gaps and drive corrective & preventive actions translating learning into safety promotion and champaigns

Permits and Licensing

  • Ensure our right tooperatethrough continuousownership andcollaboration with stakeholdersand regulators(NEA SPF SCDF MOM)

  • Maintain and own GFS License Management System (LMS)including critical licenses and permits

Contractor SafetyManagement

  • DevelopimplementandmaintainContractor Safety Management Program to ensure compliance with GFSEHSSRequirements

  • Prepareplanand conduct mandatory EHSS briefing training for contractors onboarding

Safety Promotion

  • Plan and execute targetedsafety promotion programs and campaignsaligned with best practices incident learnings highrisk activities safetysuggestionand feedback

  • Promote near miss and hazard reportingand continuoussafetyimprovement

Safety Committee Meeting(SCM)

  • Serve as theSecretary to theSCM ensuring meetings are conductedin accordance withWSH requirements with proper agenda minutes attendance and records maintained

  • Present analysis ofincidents near misses audit findings unsafe acts and highrisk work trends and escalate systemic risks and noncompliances to the committee for decision and action

  • TrackSCMaction items corrective and preventive actions and ensuretimelyclosure andeffectivenessverification reportingprogressand gaps atsubsequentmeetings

Safety Inspections

  • Plan conduct and documentregular workplace inspectionstoidentifyunsafe acts unsafe conditions and compliance gaps ensuringtimelyrisk control and corrective actionare implemented

  • CoordinateleadandparticipateinSafety Committee inspectionsprovidingtechnical guidance ensuring regulatory alignment and supporting the committeeinidentifyingsystemic safety issues

  • Consolidateinspectionfindings trackcorrectiveand preventive actions and verify effectiveness reportingstatusand trends to the Safety Committee

ChemicalInformationSystem(CIS)and Management

  • Manage and support chemicals across the full lifecycle fromprocurement approval storage use transfer and disposal) to ensure alignment with GFS and regulatory requirements

  • Act as the designatedGFSCISholder responsible forreviewing and approving Chemical Request Forms (CRFs) assigned under the CIS workflowincluding response toGFS customerinquireson REACH SVHC statement

  • Support site chemical governance by ensuring CIS data integrity throughtimelyreview and actionmaintainan accurateand current Safety Data Sheet (SDS) system

Material Handling

  • Support stakeholders in their management and execution of safe material handling operationsinvolving powered trucks cranes hoists conveyors lifts and tool/wafer movement during loading unloading storage and transport acrossfab cleanroom subfab and warehouse areaswithappropriate levelor control measures

  • Support stakeholder ownership ofinspection testing and maintenanceof all material handling equipmentin accordance withmanufacturer requirements statutory regulations and site semiconductor standards

Safety Trainings

  • Develop implement and govern GFS safety training framework ensuring mandatory taskspecific and refresher training programs meet GFS regulatory and corporate standards (e.g.WSH ISO 45001 SEMI internal requirements New Employee Orientation training and contractor onboarding safety training)

  • Identifytraining needs through risk assessments incident trends audits and regulatory changes translating operational risks into targeted training for employees and contractors including highrisk workactivities

  • Maintain governance and documentation of training records matrices and authorization lists supporting audits incident investigations and regulatory inspections

RiskManagementandRisk Assessment

  • As the subject matter expert andappointed Risk Management(RM)Champion to develop leadand ownsite widesustainableRisk Management System

  • Advise RMTeamand Risk Assessment Teamto ensure compliance with MOM RM Regulations

  • Monitor RM performance and effectiveness through audits inspections incident reviews and feedback from thefrontline

  • Drivetimelyreview andupdatingrisk assessments following incidents nearmisses unsafe acts regulatory changes or process modifications

PersonalProtectiveEquipment

  • Own and lead GFSPPE Program Ownership & Governanceincluding hazardbased PPE selection standards setting lifecycle management and alignment with risk assessments regulatory requirements and industry best practices

  • Drive effective PPE implementation through training audits field verification and contractor controls; monitor PPE effectiveness address gaps andleadcontinuous improvement based on incident trends and workplace changes

IncidentManagement

  • LeadandownGFSIncident Management Programoverseeand follow upincident investigationsreporting&classifications ofunsafe conditions near misses corrective/preventive actions andensuringtimelyclosure andcommunication of lessons learned across theorganization.

  • Driveorganizationallearning and prevention ensuring investigation outcomes and trends are translated into effective learning awarenessas acontinuous improvement actionsto prevent recurrence

  • Ensureaccurateandtimelyreporting of monthlysafetystatistic to site and global EHSteam

Required Qualifications

  • Min 4 years operational and workplace safety experience

  • Recognizedbachelors degree in safety or chemical masters degree in safety or chemical highly desired

  • Experience in developingimplementingandowning operational safety programs

  • Analyze incident trends performancetoidentifysystemic issues emergingrisksand continuousimprovement

  • Good verbal and written communication skills

  • Demonstrated ability to workindependentlywithin a global matrix team and environment

  • Approved Workplace Safety and Health Officer certified toBizsafelevel 2

Preferred Qualifications

  • Knowledge of chemistry and EH&S issues associated with semiconductor industry is a significant plus

  • Senior Fire Safety Manager qualificationis an added advantage
