Job Description
The Community Justice Workforce Project is being established by the Community Justice Division in collaboration with the National Social Work Agency to prepare for the changing demands on justice social work and related thirdsector services in response to increases in the prison population. We are seeking expressions of interest from colleagues who would like to take on a Team Leader role to help shape coordinate and deliver this vital programme of work.
This is an excellent development opportunity for someone with strong analytical policy or programme leadership experience who can work confidently with senior stakeholders manage complex evidence and drive forward collaborative work across the community justice sector.
Responsibilities
Key Responsibilities
Project Leadership and Coordination
- Lead daytoday delivery of the Community Justice Workforce Project.
- Develop a detailed project plan milestones and reporting approach aligned to the Transformation Change Programme 2.
Prepare regular progress updates to the Community Justice Programme Board and Criminal Justice Board.
Analyse Current Capacity and Future Demand
- Analyse emerging changes in sentencing penal policy and prison population trends drawing on national reviews and consultations.
- Work with policy social work and analytical colleagues to understand the implications for justice social work and thirdsector services.
- Collate and analyse existing workforce financial and capacity data from national sources and review research on current challenges and opportunities.
Explore Collaborative Approaches and Engage Stakeholders
- Identify and assess past and current collaborative delivery models across Scotland including what has worked well and why.
- Engage widely with local authorities thirdsector partners national bodies and practitioners to understand experiences and future needs.
- Design and deliver a focused engagement programme (workshops online sessions surveys) ensuring coordination with wider justicesector activity.
Develop Capacity Model and Produce Final Recommendations
- Lead development of a clear methodology for assessing current and future workforce and funding needs working with analytical and external partners.
- Produce evidencebased recommendations on workforce capacity and potential collaborative models.
- Prepare a final project report and support the development of advice for Scottish Ministers.
The post-holder will have line management responsibility for one B3 Policy Officer.

Working pattern
This role is a temporary position with an expected commitment of 12 months.
