We are seeking expressions of interest for aCommunity Justice Investment and Sponsorship Team Leaderto lead key elements of community justice strategic investment thirdsector funding oversight and sponsorship responsibility for our key delivery bodies. This is a pivotal role at the centre of our strategy development financial planning and decision making stakeholder engagement and programme delivery in the short medium and longer term.
The community justice budget comprises around 168m and is a significant ministerial priority ensuring that funding is invested well and aligned to ministerial priorities in relation to the prison population is one of our top priorities. This is therefore an excellent development opportunity for colleagues with strong strategic and financial awareness policy experience relationshipmanagement skills and an interest in supporting community justice the third sector and our sponsored bodies through a period of significant change.
Responsibilities
Key Responsibilities:
Manage Community Justice Funding and Programme Oversight
Lead the strategic allocation of community justice funding modelling options and preparing recommendations for senior management and the Cabinet Secretary aligned to strategic priorities including in relation to the prison population.
Provide leadership for the Funding Review Group (FRG) and developing funding options and supporting governance discussions at Divisional Directorate and DG level.
Review programme and organisational business cases support the AO Template Process and advise senior leaders on affordability risks and emerging pressures.
Maintain proactive engagement with local authorities thirdsector organisations and public bodies to identify issues drive efficiencies and manage pressures across the financial year.
Lead communications to local authorities COSLA and partners on Justice Social Work (JSW) funding and related reporting requirements.
Support the Third Sector and Sponsored Bodies
Oversee thirdsector funding to ensure it is delivering value for money in relation to strategic priorities and delivery milestones analysing financial pressures reviewing applications preparing briefings for senior managers and drafting Ministerial submissions.
Assess progress toward sustainability across the thirdsector funding process engaging regularly with organisations and the Criminal Justice Voluntary Sector Forum to understand risks and emerging pressures.
Attend board and stakeholder meetings contributing to longterm planning and supporting the case for future funding and investment.
Provide sponsorship oversight that ensures partners are delivering strategic priorities: for Community Justice Scotland the Risk Management Authority and the Parole Board chairing routine performance meetings scrutinising business cases and advising on Ministerial priorities and statutory duties.
Monitor financial and performance reports and work closely with finance business partners to identify areas requiring action.
Provide Strategic Policy Budget Leadership and Staff Management
Offer financial and policy advice across the justice portfolio particularly where Ministerial submissions or reform commitments have funding implications.
Lead the Divisions contributions to budgetary commissions including draft budget materials.
Represent Community Justice interests on crossdirectorate financial planning groups highlighting future risks and developing supporting narratives for the draft Scottish Government budget.
Deliver wider corporate responsibilities (FMQs briefings financial press lines).
Linemanage a team (3 B3s 3 B1s 1 A3) holding monthly conversations appraisal reviews team meetings supporting welfare development and clear performance expectations.
