Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. The Engineering & Safety division is seeking a Vice President Track. This executive leader accountable for all track infrastructure across the network. This role oversees engineering standards asset condition regulatory compliance and long-term capital strategy to ensure the system remains safe reliable and performance driven.

As the Track Asset Owner you provide engineering governance and strategic oversight to ensure track infrastructure remains safe resilient and compliant.. You will be responsible for approval of new track infrastructure before it is placed into service and establishing proactive risk-based investment plans that shift the organization from reactive maintenance to lifecycle-driven asset management.

This is a strategic engineering leadership role requiring deep heavy rail expertise strong capital planning capability and executive stakeholder influence.

This role is an in office position (5 days per week) based at our 20 Bay Street location. Our team is highly collaborative and much of our work benefits from in person co creation relationship building and hands on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.

What will I be doing

  • Provides leadership and technical expertise to ensure the mandate of ESD - Track portfolio groups and project-based activities are prioritized aligned and delivered to meet project milestones program and organizational goals and objectives.

  • Accountable for ensuring the development and implementation of track standards track assurance and systems engineering integration across CPG and Operations.

  • Leads a technical engineering design and delivery team to establish and maintain track engineering standards to support successful delivery of transit infrastructure.

  • Provides leadership to the definition and control of technical and functional interfaces between independent systems (e.g. track) and related maintenance and operation.

  • Accountable for technical assurance of all new track infrastructure assets across multiple project delivery partners

  • Directs the establishment of a comprehensive plan to create KPIs to support both On-time Performance of all Metrolinx owed services in collaboration with the operations executive team and external Contractors.

  • Provides oversight and direction to the establishment of service and quality standards consistent with Metrolinxs strategic position and industry standards to ensure a strategy for long term sustainability of assets and quality processes for inspection and scheduled maintenance.

  • Directs the development of a strategic operating model and criteria to monitor the quality and the performance of Metrolinx assets.

  • Provides oversight to projects and operations milestones to ensure established timelines quality control objectives/standards and budget/cost objectives are achieved/exceeded.

  • Responsible for development of long-term Asset Management Plans optimizing asset lifecycle investment and ensuring timely capital investment to minimize operational and safety risk.

What Skills and Qualifications Do I Need

  • Completion of a degree in Engineering from an accredited University or a related discipline.

  • Minimum fifteen (15) years experience in progressively senior engineering leadership roles; experience in the transportation industry and public sector in Canada an asset

  • Professional Engineering (.) qualification or the ability to attain this status is required; MBA and/or a Project Management Professional (PMP) accreditation is considered an asset.

  • In-depth knowledge of Railway legislation and transport Canada Rules and Regulations as well as applicable International legislation regulations guidelines and standards.

  • Cross-functional expertise and leadership skills within Capital Planning and Operations and Maintenance domains an asset.

  • Proven ability to develop and ensure the implementation of the strategic business and operational plans necessary to ensure sound strategies plans and initiatives.

  • Extensive knowledge of financial theories principles and practices procurement fiscal planning modern controllership frameworks and the overall business planning estimates expenditure and allocations plan processes.
