Job Summary

JobSummary:

The STRIDES Morocco Senior Epidemiology and Surveillance Officer will support the implementation of epidemiology and surveillance activities under the STRIDES Morocco Activity a U.S. Department of State-funded global health security program. This is a locally hired position based in Rabat Morocco. The Senior Officer will provide technical support to relevant government counterparts on developing and strengthening infectious disease detection and surveillance systems ensuring alignment with national priorities and international best practices. They will support the day-to-day technical implementation of surveillance-related activitiesmonitorprogress against workplans and ensuretimelydelivery of outputs. The Senior Officer will contribute to donor reports annual workplans and other technical deliverables and will work closely with the project team and HQ to evaluate program effectiveness and provide technical assessment reports. The position reports directly to the STRIDES Morocco Project Director.

Accountabilities:

  • Supports day-to-day implementation of country epidemiology and surveillance activities including those related to emerging infectious diseases zoonotic diseases and antimicrobial resistance (AMR).

  • Provides project staff with technical direction and guidance on epidemiological surveillance in line with the projects expected outcomes.

  • Supports technical aspects of projects including staff and partner capacity building.

  • Monitors andmaintainsproject protocols instruments data sets manuals training materials and reports related to the technical area of expertise.

  • Works closely with the team to ensure project implementationremainstechnically sound and adheres to organizational strategy and standard operating procedures.

  • Develops or writes technical briefs reports or other necessary materials tofacilitateresearch best practices policies and procedures.

  • Conducts analysis of project implementation toidentifyareas for improvement andproposesappropriate technicalstrategies and guidelines.

  • Works with national counterparts and government teams to provide technicalassistancein support of nationalobjectives particularly related to epidemiologic surveillance for emerging infectious diseases zoonotic diseases and AMR.

  • Supports the development and implementation of cross-sectoral surveillance strategies and frameworks relevant to Moroccos health security context.

  • Identifiesand raises issues to senior technical staff.

  • Develops andmonitorstechnical work plans and budgets.

  • Participates in client/funder meetings anddraftsreports and presentations.

Applied Knowledge &Skills:

  • In-depth knowledge of epidemiologic research and public health surveillance concepts practices and procedures.

  • Strong understanding of infectious disease detection systems zoonotic disease surveillance and AMR in the Moroccan and broader MENA context.

  • Ability to manage projects set realistic priorities and plan forthe successfulimplementation of activities.

  • General understanding of the external environment and how it affects the industry in general and the organization including political legal environmental financial and social influences.

  • Strong diagnostic analytical and problem-solving skills.

  • Ability to exchange information present recommendations and collaborate with STRIDES colleagues and peers within the organization and externally.

  • Ability to influence othersofthe benefits and importance of an idea or plan of action and to gaintheir supportor commitment.

  • Excellent anddemonstratedleadership skills.

SupervisionGiven/Received:

  • Serves asin-country technical lead for epidemiology and surveillance activities.

  • May supervise junior level staff members.

  • Reports to the STRIDES Morocco Project Director.

Education:

  • Masters Degree orits InternationalEquivalent in Epidemiology Public Health ora relatedhealth field.

Experience:

  • Minimum of 6 years of relevant experience in epidemiology surveillance or a related public health field with a demonstratedtrack recordof supporting infectious disease detection and surveillance programs.

  • Documented experience working on epidemiology and surveillance activities in Morocco and engaging with relevant government ministries particularly the Ministry of Health.

  • Relevant publications presentations technical reports and experience developing guidelines tools or manualsin the area ofepidemiology and surveillance.

  • Strongproficiencyin current developments methodologies and best practices in epidemiology and surveillance.

  • Prior work experience in a non-governmental organization government agency or private organizationoperatingin the public health or global health security space.

  • Experience working on global health security projects with familiarity with international frameworks.

  • Experience working on USG-funded projects is an advantage.

  • Professionalproficiencyin English and French/ Arabic (written and spoken) is.

The expected hiring salary range for this role is MAD 350000 - 450000 annually for gross salary. When determining an offer amount FHI 360 factors in multiple considerations including but not limited to: relevant years of experience and education possessed by the applicant internal equity market pay and budget.
