Salary: This position starts at $75000 per year and increases to$107849 per year over a 10- year period. This salary range incorporates experience yearly salary increments to reward years of service employee growth and development within the organization.

PURPOSE:
TheManager Instructional Excellence and LINC services is responsible for the effective leadership administration and delivery of Language Instruction for Newcomers to Canada (LINC) services in alignment with IRCC Contribution Agreements and organizational policies. The role ensures high-quality service delivery compliance staff supervision and continuous program improvement to support optimal client outcomes.
DUTIES & RESPONSIBILITIES:
Provide instructional leadership to ensure high-quality learner-centered teaching practices across all LINC classes.
Lead the development review and continuous enhancement of LINC curriculum instructional materials and assessment practices to align with CLB standards and best practices in adult language education.
Promote consistency and excellence in instructional delivery through classroom observations feedback and professional development initiatives.
Review service delivery regularly and gather feedback from clients staff and community stakeholders to inform program and curriculum improvements.
Plan manage and oversee LINC program operations to ensure compliance with IRCC agreements and organizational policies and procedures.
Monitor service quality enrolment utilization and evaluation metrics to ensure program effectiveness and contractual targets are met.
Coordinate program delivery to optimize client outcomes and ensure alignment with contractual and organizational requirements.
Maintain ongoing communication with the Director of Language Programs ensuring timely updates on program performance (program operations reporting requirements and ongoing planning and evaluation) risks and emerging issues.
Ensures adequate staffing levels by conducting recruitment onboarding and training of new staff.
Provide coaching and performance management addressing issues related to performance conduct or attendance.
Ensure compliance with collective agreements and organizational HR policies. Resolve team conflicts and escalate complex labor relations matters to senior leadership and HR as appropriate.
Prepare funding applications contract renewals proposals and narrative reports in accordance with funder requirements.
Contribute to program budget planning and ensure expenditure remains within approved financial parameters.
Monitor financial performance and promptly report variances or risks to senior leadership.
Represent the organization at community forums inter-agency meetings and sector networks to promote programs.
Act as a subject matter expert by staying current on sector trends policy updates and best practices in LINC service delivery.
Demonstrates a commitment to anti-racism / anti-oppression policy within the work environment and in the community.
QUALIFICATIONS:
Bachelors degree in education Public Administration or a related field
Three (3) years of demonstrated management experience with preference given to those with additional experience in supervision coordination and/or management of a program in a unionized organization.
Professional accreditation related to teaching (e.g. Bachelor of Education degree TESL certification) and experience with curriculum development is preferred
Knowledge of Portfolio-Based Language Assessment (PBLA).
Excellent collaboration and stakeholder engagement skills.
Proficiency in financial management grant applications and reporting.
Ability to work across multiple locations and provide backup leadership when needed.
Strong computer literacy skills in particular MS Office (Word Excel Powerpoint);
BC Drivers License and access to personal vehicle.
Possession of and the ability to maintain a clear provincial Criminal Record Check.
Willing to work evenings and weekends.
