POSITION PURPOSE:
The Regional Inclusive Practices Program Administrator provides technical assistance and coordination to support the development and implementation of inclusive systems across MESD programs and component districts with an emphasis on small and rural districts.
This position supports alignment of Special Education multilingual learner services and school improvement within Tier 14 systems and assists districts and internal programs in implementing federal and state requirements.
Reporting to the Chief Academic Officer the role contributes to regional coordination cross-agency collaboration and Tier 4 and MOU-related efforts. The position also supports multilingual learner (EL) educators participates in the co-supervision of Teachers on Special Assignment (TOSAs) and assists with fiscal coordination and budget monitoring related to GEER and RTAP grants.
NATURE & SCOPE:
The role works across departments and with external partners to support service coordination instructional alignment and compliance. It provides technical assistance to small and rural districts and contributes to regional coordination efforts including Tier 4 and MOU-related work. The position supports multilingual learner educators participates in co-supervision of TOSAs and assists with grant-related fiscal tracking and documentation.
The Program Administrator works in partnership with the Chief Academic Officer Senior Program Administrators Senior Program Administratorsdistrict leaders and state agency partners to maintain alignment across the continuum of supports.
ESSENTIAL JOB FUNCTIONS:
- Provide regional technical assistance (RTAP) and differentiated support to component districts- including targeted support for small and rural districts- to strengthen Special Education systems inclusive practices and multilingual learner programs.
- Lead and facilitate regional professional learning communities of practice and cross-district collaboration structures to support shared implementation problem-solving and continuous improvement.
- Design and deliver systems coaching and consultation for district leadership and educator teams including guidance on Universal Design for Learning (UDL) specially designed instruction inclusive practices and language acquisition.
- Coordinate and support implementation of regional and department initiatives ensuring coherence across MESD internal programs and component districts.
- Support alignment and integration of instructional practices service delivery models compliance systems Continuous Improvement (CI) Multitiered Systems of Support (MTSS) and language development services across regional and internal settings including establishing consistency between MESD-operated programs and district-based services.
- Lead and monitor implementation of data-informed decision-making inclusive service delivery models and continuous improvement processes including alignment of IEPs language development plans instructional practices and progress monitoring systems.
- Ensure implementation and monitoring of practices aligned with IDEA Oregon Administrative Rules Title III and state accountability requirements.
- Coordinate and support regional Tier 4 connection efforts and integration of MESD internal programs within broader regional systems.
- Collaborate with cross-agency partners (e.g. ODE DHS) to support coordinated service delivery and aligned regional efforts.
- Coordinate and monitor GEER and RTAP grant implementation including budget oversight expenditure tracking required reporting and collaboration with program leadership on fiscal management.
- Provide guidance consultation and supervision to multilingual learner educators and co-supervise Teachers on Special Assignment (TOSAs) including role alignment implementation support and evaluation of impact.
- Provide regular updates reports and strategic recommendations to leadership regarding program implementation outcomes and emerging regional needs.

MINIMUM QUALIFICATIONS SKILLS ABILITIES:
- Valid Oregon TSPC Administrator license
- Demonstrated experience in systems leadership school improvement special education educational administration and/or related regional leadership roles
- Strong knowledge of federal and state Special Education and Title III requirements
- Experience analyzing programmatic compliance and fiscal data to guide improvement and sustainability efforts
- Strong facilitation coaching and cross-agency collaboration skills
- Ability to manage complex regional relationships and competing priorities
- Demonstrated capacity to lead strategic initiatives requiring systems alignment and long-term planning
- Experience providing technical assistance or program support to small and/or rural school districts preferred.
PREFERRED QUALIFICATIONS SKILLS ABILITIES:
- Experience as a Regional Technical Assistance Provider (RTAP) or similar role.
- Background in special education and/or multilingual learner instructional leadership
- Experience with Tier 34 or high-intensity behavioral/disability programming
- Experience in engaging cross-agency systems planning
- Familiarity with Oregon education and human services systems
- Bilingual or multilingual in Spanish Vietnamese Chinese Russian and/or Somali
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:
- Masters degree in Educational Leadership Special Education or related field; and
- At least seven (7) years of experience in special education multilingual learner programming school leadership district-level improvement or systems leadership; or
- Any combination of education and experience that would provide the applicant with the desired skills knowledge and ability required to perform the job.
WORKING CONDITIONS:
Work is performed in office and school environments with exposure to moderate noise levels. The position is primarily in-person with limited remote work options as determined by program requirements and supervisory approval.
