Job Summary
1. SUMMARY
Within NATOs International Staff (IS) the NATO Human Resources (NHR) Office is comprised of five pillars: Talent Management; HR Services; NATO-wide HR Policy and Strategy Coordination; Organisational Design and Development and the HR Digital Services.
The Head Compensation and Benefits provides expertise consultancy and support related to Pensions Pay and Allowances Contracts and Privileges and Immunities to ensure high-quality HR service delivery and a vision for how these services should evolve. The incumbent ensures compliance with the NATO-wide HR framework while anticipating and responding to the Organizations changing needs in Compensation and Benefits. The incumbent leads the Pensions and Pay and Allowances Teams and deputizes for Head HR Services during their absence.
2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
possess a university degree or equivalent level of qualification in human resources management business administration economics statistics or related field;
have at least 7 years relevant professional experience in progressively responsible positions managing pension schemes and pay and allowances frameworks;
have experience in supporting the development implementation and oversight of HR policies and change programmes;
have experience in managing or leading teams;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; III (Intermediate) in the other.
The following would be considered an advantage:
a graduate degree (Masters or Ph.D.) in a related field;
experience in the interpretation of contracts personnel regulations or other similar legal texts;
experience in analysing financial statements payroll / pension calculations.
3. MAIN ACCOUNTABILITIES
Project Management. Lead and support the design and implementation of strategies projects and programmes linked to NATO enterprise-wide compensation and benefits related to pay and allowances as well as pensions. This includes support to benchmarking against other international organisations developing and articulating a forward-looking vision for Compensation and Benefits that leverages modern technology tools and applications while considering the possibility of outsourcing to ensure services remain relevant sustainable and impactful for a growing and diverse workforce. Contribute to the development of HR policies strategies and initiatives in the relevant areas of expertise.
Expertise Development. Ensure that the Compensation and Benefits related programmes processes and tools are effective comprehensive cost efficient and aligned to support the mission and the values of the Organization. Provide expert advice to leadership management and staff. Collaborate with peers in other organisations and NATO entities to leverage experiences in the functional areas of responsibility. Support and contribute to the contract management and evaluation process. Assist the Head HR Services in the preparation of yearly reports for senior leadership.
People Management. Create a motivating and effective workplace. Provide in-depth mentoring coaching and training opportunities and be available to offer guidance at critical moments. Ensure that all staff under their responsibility are clear on Organizational and NHR objectives and projects. Provide regular and fair feedback on performance. Supervise the teams of Pensions and Pay and Allowances.
Knowledge Management. Draft memoranda and Office Notices. Provide relevant financial inputs for audits expenses and incomes studies asset and liability analyses accounting and financial statements. Document and build internal knowledge repositories (playbooks guidelines SOPs). Ensure accuracy consistency and integrity of relevant data and processes. Oversee the flow of information required for the calculation of payments for both services.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Head HR Services.
Interactions: The incumbent is also required to work and liaise with all relevant stakeholders of the Organization with respect to their pension and payroll issues. The incumbent cooperates with other international organisations as required.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisations need to carry out its tasks as mandated by the Nations in a changing environment for example by maintaining the flexibility necessary to shape the Organisations skills profile and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract which may be renewed for a further period of up to 3 years. However according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3-year definite duration contract will be offered which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
