Position Summary
ELFHCC is seeking an experienced Human Resources Manager to lead and strengthen our people operations across multiple locations and employee groups. This role serves as a strategic and handson HR leader responsible for workforce planning employee relations recruitment compliance and performance management in a fastpaced healthcare environment.
The HR Manager works closely with senior leadership clinical leaders and managers to ensure consistent compliant and peoplecentered HR practices that support both organizational goals and employee success.
Key Responsibilities
HR Leadership & Strategy
Serve as the primary HR leader and business partner for leadership and management teams
Implement and maintain HR policies procedures and practices aligned with organizational values and regulatory requirements
Support workforce planning organizational growth and change management initiatives
Recruitment & Talent Management
Oversee recruitment and onboarding for clinical and nonclinical roles including hardtofill positions
Partner with hiring managers to develop effective hiring strategies and realistic staffing expectations
Ensure consistent onboarding processes across all sites
Employee Relations & Performance Management
Provide guidance to supervisors and employees on performance management corrective action attendance and workplace conduct
Conduct and support investigations involving employee relations issues
Promote fair consistent and compliant application of HR practices
Compensation & Benefits
Support compensation administration including pay ranges offers adjustments and internal equity considerations
Collaborate with leadership on compensation planning retention strategies and market considerations
Administer employee benefits and serve as a resource for benefits questions
Compliance & Risk Management
Ensure compliance with federal state and local employment laws and regulations (including FQHCspecific considerations)
Maintain accurate employee records and HR documentation
Support audits and reporting as required
Culture & Engagement
Foster a respectful inclusive and professional workplace culture
Support training engagement and retention initiatives
Act as a visible and trusted HR resource for employees across sites
Required Qualifications
Bachelors degree in Human Resources Business Administration or a related field
Minimum 5 years of progressive HR experience preferably in healthcare nonprofit or multisite environments
Strong working knowledge of employment laws and HR best practices
Demonstrated experience in employee relations and performance management
Ability to work effectively with diverse teams and leadership styles
Preferred Qualifications
Experience in healthcare FQHC or nonprofit settings
Experience supporting both clinical and nonclinical staff populations
Strong judgment discretion and problemsolving skills
