Job Summary

The Office of Contracts (OC) within the Department of Social Services is under the direction of the General Counsel. The Office of Contracts headed by the Agency Chief Contracting Officer (ACCO) oversees the procurement functions for the Agency. The office is responsible for procuring both client services as well as a wide range of goods and non-client services for the Agency. OC ensures that the Agencys contracts are procured in compliance with the New York City Charter and the Citys Procurement Policy Board (PPB) Rules as well as the Mayors Office of Contracts (MOCS) and the Office of Management and Budget (OMB) guidelines.

OC assists DSS program areas by supporting their procurement efforts and by providing technical assistance and training as needed. OC fulfills its goals and the Agencys mission by functioning as a central liaison between the Agencys program areas which monitor and evaluate the services provided by the vendors and the various City oversight offices i.e. MOCS OMB and the Citys Comptroller charged with registering the Agency contracts.

The Procurement Implementation Division (PID)/ Non-Human Services manages the key procurement actions following vendor evaluation identification and selection including but limited to Public Notices; vendor verification; financial and contract review; insurance compliance and other award milestones as outlined in the Procurement Policy Board (PPB) rules.

Under the direction of the Director of Information Technology (IT) Procurement and Services with wide latitude for the exercise of independent initiative and decision making the Deputy Director of IT Procurement and Services/ IT Goods and Services is responsible for the management of the day-to-day operations of the Agencys procurement portfolio categorized for the IT Goods and Services contracts. The Deputy Director performs complex work to ensure the accuracy of transaction details and timely execution of processing steps involved in the implementation and management of contracts per the Procurement Policy Board (PPB) rules.

The Office of Contracts/Procurement Implementation Division- Non-Human Services/ IT Procurement and Services is recruiting one (1) Administrative Procurement Analyst NM-I to function as a Deputy Director / IT Procurement and Services / IT Goods and Services who will:

-Plan and supervise the day-to-day operations and activities of the goods and services subdivision of the unit ensuring appropriate prioritization of contract processing according to urgency of need and date of submission to ensure continuity of contractual services for the Agencys mission and mandated goals. Conduct complex reviews and audits of the units workload assignments and activities in order to assess and improve the Units performance.

-Manage the subdivisions participation with operational technical and professional staff from the program areas in preparing specifications and documents for routine and complex solicitation methods and provide technical and/or contract negotiations assistance with vendors.


-Ensure and make recommendations for the appropriate procurement methods application including the use of NYS Office of General Services (OGS) Federal General Services Agency (GSA) or Department of Citywide Administrative Services (DCAS) requirement contracts for contractual services analyses of market and price conditions evaluations of vendors responses and appropriate vendor selection review procurement documentation to ensure adherence to oversight requirements for the processing of contract awards and act as liaison for the Division and the Agency Chief Contracting Officer.

-Manage all activities related to the development and maintenance of contract reporting mechanisms for the Agencys goods and services contracts and provide analytical support and direction.

-Document review and monitor the procurement activities for goods and services for final approval by the Deputy ACCO First Deputy ACCO and/ or ACCO. Plans and develops quarterly financial and status reports including the Office of Contracts management reports.

-Responsible for planning coordinating and overseeing the complete bid process ensuring the all activities are in line with the Procurement Policy Board (PPB) rules and regulations. Prepares responses to vendor and public inquiries while the bid is active.

-Coordinate the processing of renewal of contracts modifications and/or extensions for continued services determine need of scope review budgetary data submitted perform fiscal analyses and monitor the provision of additional funding or defunding of existing contracts.

-Provide the subdivisions staff with training and support in application and implementation of Agency policies and procedures.

-Represent and act on behalf of the Office of Contracts in meetings with oversights such as the Mayors Office of Contract Services (MOCS) vendors and high-level program personnel.

-Perform special projects as needed.


Hours/Schedule: 9am 5pm with flex

Qualifications :

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing procurement contract administration or a related field at least eighteen months of which must have been in an administrative managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in 1 above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in 1 above. However all candidates must have the eighteen months of administrative managerial executive or supervisory experience described in1 above.
