The mission of Family Support Services is to be the leader in providing safety stability and quality of life for all children by working with the community to strengthen the family unit.

Job Summary:

The position provides strategic and operational leadership across Youth Well-Being (pre- and post-18) and all adoption and recruitment-related functions. This role ensures a coordinated continuum that prioritizes permanency stability well-being and long-term success for youth and young adults.

The Director oversees clinical and programmatic support that strengthens permanency outcomes including supports for teens young adults adoptive families and caregivers. This includes leadership of adoption recruitment and support activities therapeutic and trauma-informed practices youth voice initiatives and cross-system collaboration with Case Management Organizations (CMOs) behavioral health partners and community stakeholders.

This position uses qualitative and quantitative data to assess program effectiveness inform continuous quality improvement and ensure compliance with administrative code contract requirements and best practice standards.

Essential Duties:

Leadership & Operations

  • Provide strategic leadership and oversight of Youth Well-Being clinical permanency supports and adoption-related programs.
  • Ensure programs serving youth pre- and post-18 are coordinated developmentally appropriate trauma-informed and outcome-driven.
  • Supervise and support managers and specialized staff fostering a culture aligned with FSS values.

Permanency & Adoption

  • Lead adoption and recruitment activities including assessment quality assurance and continuous improvement of recruitment strategies.
  • Monitor qualitative and quantitative adoption and permanency outcomes in partnership with CMOs.
  • Support and facilitate permanency-related staffing processes including AARC as applicable.
  • Ensure families and caregivers have access to appropriate clinical technical and supportive resources necessary for successful permanency.

Youth Well-Being & Clinical Supports

  • Oversee the implementation and sustainability of therapeutic and evidence-informed models (e.g. TBRI and other teen-focused interventions).
  • Ensure youth and caregivers receive supports that promote stability resilience and long-term well-being.
  • Integrate youth voice through oversight of the Youth Empowerment Board ensuring lived experience informs planning policy and system improvement.

Compliance Training & System Alignment

  • Review interpret and implement policy requirements related to youth young adults and permanently committed children.
  • Provide guidance training and consultation to CMOs to ensure practice alignment and compliance.
  • Monitor contracts and partner performance related to permanency and youth well-being services.

Performance & Continuous Quality Improvement

  • Use data feedback and lived experience to assess program effectiveness and guide decision-making.
  • Identify gaps in services and lead development or enhancement of programs to meet emerging needs.
  • Prepare reports presentations and recommendations for executive leadership.
  • Perform other duties as assigned.


Qualifications

Minimum Qualifications

Education:

  • Bachelors degree from an accredited college or university.
  • Masters degree in social work mental health counseling or a related clinical field strongly preferred.

Licensure Certification and/or Registration:

  • Valid drivers license.
  • Registered Intern LMHC or LCSW preferred.
  • Trauma Trained and Adoption competency preferred.

Experience:

  • Minimum of five to seven years of progressively responsible experience working with at-risk children youth and/or families.
  • Demonstrated leadership or supervisory experience required.
  • Experience with adoption permanency supports or adoption recruitment preferred.
  • Experience working with high-risk or transition-age youth and young adults (pre- and post-18) strongly preferred.
