This is a highly interactive role which requires strong communication skills covering various aspects of training for the Public Works Operations Division Progression Through Training Program (PTTP). This position works directly with supervisory staff coordinating necessary training with outside vendors and organizations as well as internal training utilizing IBBT approved training materials. This position tracks employees PTTP progression utilizing computers through database activities for reporting required by PTTP Contract. This position must be able to act with limited supervision and offer assistance in a variety of situations relating to stormwater infrastructure for open and closed watercourses. This is technical work scheduling and coordinating drainage maintenance to ensure an accessible and functional stormwater management system.
The single position allocated to this classification reports to a designated Supervisor works under limited supervision and work is periodically reviewed upon completion. Work in this classification is distinguished from higher classifications by its lack of managerial responsibility and from lower classes by its emphasis on coordination of functions and activities related to stormwater vegetation controls staff training and administrative responsibilities.

ESSENTIAL JOB FUNCTIONS

Responds to and investigates citizen inquiries regarding stormwater infrastructure concerns and coordinates staff activities accordingly. Inspects City stormwater treatment facilities for Water Management District permit compliance and develops criteria for prioritizing short-term and long-term maintenance needs for stormwater infrastructure.

Manages the Paid Training Through Progression program for all Public Works Operations Division staff including all administrative requirements of the program.

Uses City and County ordinances to develop an educational outreach brochure to help reduce illegal dumping into drainage areas.

Coordinates and oversees the herbicide program for Public Works Operations Division utilizing Best Management Practices while following all Federal State and Local laws.

Coordinates re-vegetation of City stormwater systems to improve function maintenance and aesthetics.

Plans develops and directs ongoing training and related certification programs to meet requirements of accreditation and Federal State and Local laws.

Assists in the development of technical skill-craft manuals.

Manages the preparation of cost estimates specifications requisitions and authorization of materials equipment and supplies needed by the division.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Acts in the absence of supervisor.

Will be required to respond under emergency conditions.

Assists with interviewing and selection of Public Works Operations Division staff.

Performs inventory assessments of assigned Public Works Operations Division properties.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

High School or equivalency diploma and five (5) years of experience in one or more of the following; construction project management public infrastructure management floodwater management public works three (3) years of experience with herbicides pesticide application causes of water pollution water testing aquatic weeds and re-vegetation and two (2) years of experience with administrative related work duties; or an equivalent combination of training and experience which provides the required knowledge skills and abilities.

An Associate degree from an accredited college with major course work in Biological Sciences Turf Management or other related field may substitute for two (2) years of experience.

A Bachelor degree from an accredited college with major course work in Biological Sciences Turf Management or other related field may substitute for four (4) years of experience.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver License at time of employment.

Certifications

Certification as Stormwater Management Inspector Florida Department of Environmental Protection required within six (6) months of appointment.

Valid Florida Pesticide Applicator license with Aquatic and Right-of-Way categories required within six (6) months of appointment.

KNOWLEDGE SKILLS AND ABILITIES

Considerable knowledge of occupational hazards and accident prevention methods connected with assigned area of responsibility.

Considerable knowledge of approved chemical application methods and materials in prevention and control of aquatic vegetation.

Knowledge of turf management.

Knowledge of stormwater design Best Management Practices and NPDES stormwater permit requirements.

Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.

Experience in operating herbicide spraying units and how to perform light but complex maintenance on the units.

Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to build effective relationships with individuals of diverse backgrounds including City staff local state and national organization and the general public.

Proficient with Microsoft Office products; Excel Word and PowerPoint.

Ability to incorporate new technology into existing programs.

Ability to exercise independent judgement and provide recommendations and solutions to
problems

Ability to work well with management personnel coworkers and the general public.

Ability to analyze problems and exercise sound professional judgement and make logical and valid conclusions.

Ability to prioritize assignments and work with limited supervision.

Ability to do field testing and sampling of water.

Ability to conduct independent studies and research; and to make professional analysis of environmental and ecological impacts regarding stormwater quality. Ability to develop long-term and short-term plans and programs and to evaluate work accomplishments.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Mechanical controls may include operation of hand tools power tools and spraying equipment.

WORK ENVIRONMENT

Work may require exposure to hazardous conditions and noxious chemicals.

Work may require performance of tasks in extreme heat and confined areas.

Work may require performance of tasks outdoors under varying climactic conditions.
