Job Summary
- Direct the planning design analysis evaluation selection implementation administration and communication of the districts Total Rewards Program. Strategically align the Total Rewards Program with the Dallas ISD recruitment retention and other business objectives. Evaluate and analyze the effectiveness of the Total Rewards Program and develop recommendations to enhance and improve its impact on employee recruitment and retention.
- Direct and manage the activities of the department following district policies and applicable laws. Responsibilities include interviewing hiring and training employees planning assigning and directing work appraising performance rewarding and disciplining employees addressing complaints and resolving problems.
- Develop a comprehensive annual communications plan and maintain and enhance the Benefits website.
- Direct the administration of the Americans with Disabilities Act (ADA) and chair the Benefits Review Committee ensuring compliance with statutory and regulatory requirements.
- Develop Request for Proposals (RPF) for benefit plans as needed. Manage review and direct the evaluation negotiation and recommendation for changes to meet the districts business objectives. Approves recommendation to management.
- Monitor the effectiveness of benefits programs and ensure successful and effective execution of programs within the scopes of the various contracts.
- Evaluate and monitor the performance of all health and welfare and retirement benefits providers. Direct the administration of the wellness program.
- Direct the overall administration of the total leave of absence management program.
- Perform all other duties as assigned.
- Bachelors degree from an accredited university in HR Business Administration or Public Administration.
- Masters degree from an accredited university in HR Business Administration or Public Administration preferred.
- CEBS Licenses preferred.
- 10 years in direct experience.
- 5 years of supervisory experience.
- Proficiency with MS Office.
- Knowledge of applicable state and federal law and District policy.
- Excellent verbal and written communication skills.
- Expertise in strategic planning budgeting and performance analysis.
