Primary Purpose:

Provide executive-level leadership and oversight of Human Resources functions for assigned campuses and professional staff to support effective staffing compliance and workforce sustainability. Lead strategic workforce planning recruitment onboarding evaluation compensation and employee relations processes to ensure alignment with district goals. Serve as a key advisor to district and campus leadership by leveraging data systems and informed decision-making to guide staffing decisions mitigate risk and enhance organizational effectiveness. Support positive employee experience through consistent Human Resources practices sound fiscal stewardship and collaborative leadership.

Qualifications:

Education and Certification

  • Masters degree
  • Doctorate in school leadership human resources or related field (preferred)
  • Valid Texas administrator certificate issued by the State Board of Educator Certification or other appropriate certification

Experience

  • Five (5) years of successful Human Resource management experience
  • Five (5) years of successful educational experience including classroom teaching and campus-level administration (preferred)
  • Experience supporting instructional staff at the assigned campus level (preferred)

Knowledge and Skills

  • Comprehensive knowledge of personnel recruitment selection training supervision and performance management practices
  • Comprehensive knowledge of wage and salary administration employee benefits and employee communication programs
  • Comprehensive knowledge of school employment law due process requirements and employee hearing procedures
  • Knowledge and application of educator and staff evaluation and appraisal systems including those for teachers paraprofessionals support staff and administrators
  • Ability to interpret implement and ensure compliance with board policy administrative regulations and Human Resources procedures
  • Ability to analyze and interpret data to inform staffing decisions organizational planning and operational improvements
  • Advanced ability to leverage Human Resources Information Systems (HRIS) data platforms and productivity tools to analyze workforce data inform strategic decision-making and oversee complex personnel processes
  • Ability to manage budgets allocate resources and oversee personnel within assigned areas of responsibility
  • Exceptional verbal and written communication skills emphasizing clarity and professionalism
  • Exceptional interpersonal and relationship-building skills to foster positive engagement with staff community partners and stakeholders

Key Responsibilities:

Strategic Human Resources Leadership & Workforce Planning

  • Provide executive-level Human Resources leadership and strategic support for assigned campuses and professional staff.
  • Assist campus principals and supervisors in developing professional personnel forecasts to project staffing and employment needs.
  • Work collaboratively with district leadership to compile and report projections of staff and facility needs.
  • Ensure that department operations contribute to the attainment of district goals and objectives.
  • Recommend policies that improve Human Resource programs and service delivery.

Recruitment Selection & Staffing Operations

  • Oversee the districts recruitment application screening and selection process to ensure the district is positioned to attract and retain high-quality candidates.
  • Lead and administer recruitment and selection processes for district professional and leadership positions.
  • Oversee districtwide onboarding and orientation processes for new professional staff.
  • Oversee staffing for assigned district-level professional support areas which may include Special Education and Bilingual/ESL.

Certification Evaluation & Performance Management

  • Ensure proper credentials and certification of teachers and other professional personnel.
  • Oversee processes for issuance renewal and compliance related to state certificates and permits.
  • Oversee district employee evaluation systems including T-TESS T-PESS and other appraisal processes.
  • Ensure evaluation systems are implemented effectively consistently and in compliance with district and state requirements.
  • Assist supervisory personnel with due process procedures related to employee performance.

Compensation Contracts & Budget Oversight

  • Administer employment contracts and oversee contract renewal and non-renewal processes.
  • Develop and implement procedures for administering salary leaves and other forms of compensation in alignment with board policy.
  • Administer the teacher salary schedule and ensure compliance with the state minimum salary schedule requirements.
  • Administer exempt and nonexempt compensation programs and ensure compliance with federal wage and overtime laws.
  • Provide cost analysis of salary and wage adjustments to support the district budgeting process.
  • Oversee the development revision and maintenance of job descriptions and position classifications to ensure alignment with district compensation structures and equity standards.
  • Compile budgets and cost estimates based on documented program needs.
  • Ensure programs are cost-effective and funds are managed prudently.

Policy Implementation Compliance & Employee Relations

  • Implement and ensure compliance with federal and state laws State Board of Education rules and local board policy.
  • Plan evaluate and administer equal employment opportunity provisions and collaborate with others to ensure legal compliance.
  • Implement policies related to employee complaints and grievances and oversee related processes.
  • Develop and implement procedures to ensure that employees are informed of personnel policies procedures and programs affecting their employment.
  • Ensure that the employee handbook is updated annually and distributed.

Records Management Data Systems & Information Governance

  • Supervise personnel records management and oversee the districts state-required records management program which may include serving as the designated records management officer.
  • Develop and maintain systems for the retrieval and use of Human Resources information in support of all district programs.
  • Ensure accurate compilation maintenance security and confidentiality of physical and electronic records and required documentation.

Department Leadership & Staff Development

  • Recruit train develop supervise and evaluate Human Resources staff.
  • Make sound recommendations regarding staff placement assignment retention discipline and termination.
  • Develop training options and improvement plans for department staff to ensure the departments effective operation.
  • Use management practices that promote collegiality teamwork and collaborative decision-making among staff.
  • Attend board meetings regularly and make presentations to the board.

  • Adhere to all district policies procedures and expectations as outlined in the employee handbook and administrative regulations.
  • Follow district safety protocols and emergency procedures.
  • Engage in strategic planning leadership collaboration and continuous professional growth aligned with the goals of the department and district.
  • Perform additional duties as assigned to support the mission and goals of the department and district.

Supervisory Responsibilities:

  • Supervise evaluate and recommend employment actions (hiring placement renewal and nonrenewal) for assigned personnel.
