Job Title: Fiscal Coordinator

Location: Business Office

Job Group: Non-Union Support Staff

Pay Level: Non-Exempt Grade 30

Reports to: Business Manager

Summary: Responsible for timely submission of fiscal reports as required by the State. Maintains accounts receivable records and serves as the back-up for the payroll function. Performs other assigned accounting functions.

Essential Duties and Responsibilities: (Other duties may be assigned)

  1. Responsible for the following state reports and accounting functions:
    1. Monthly reconciliation of: Health Reimbursement Account (HRA) reporting Quarterly Reporting on: Medicaid Administrative Claiming Cost report EPSDT salary and fringe benefit report
    2. Responsible for encumbering generating and submission of quarterlyFederal Grant Assessment (FGA).
    3. Collaborates with ESS (Educational Support Services) to complete the SEER (Special Education Expense Report) every four months and other ESS reports - including CEIS and information needed through the school year including the Special Education grants.
    4. Responsible for grant reimbursements in the school financial management software (SERP) and the Grant Management System (GMS).
    5. Performs final review and approval of all purchase requests for the district.
    6. Responsible for entering weekly bank deposits and other revenue in SERP.
    7. Processes General Ledger journal entries and budget transfers
    8. Teacher Staff Salary Survey (Full Time Equivalency FTE report). Ensures accuracy and timely submission
  1. Maintains Account Receivable (AR) module in accounting system:
  1. Responsible for billing of tuition including excess tuition and any alternative programs the district may provide.
  2. Once Allowable Tuition is reported by the AOE responsible for reconciling and adjusting tuition billing in AR as needed.
  3. Communicates with the Facilities Scheduler regarding payments for use of South Burlington School District facilities.
  4. Communicates with ESS support regarding Homeless Transportation Invoices to be created
  5. Ensures all Accounts Receivable is entered into SERP and posted to the correct time frame in which the revenue was earned.
  6. Monitors AR aging report and aggressively collects outstanding AR.
  1. Responsible for Vermont State Teachers Retirement
  1. Sets up payroll deduction properly on eligible employees including the appropriate percentage rate is assigned based on their salary
  2. Responsible for quarterly reporting of wages and contributions by deadline of the 15th of the month after the quarter end.
  3. Communicates with the Vermont State Teachers Retirement Systems regarding enrollment and termination reports.
  1. Payroll responsibilities:
  1. Processes the annual 403(b) retirement match benefit for the support staff.
  1. Assist Business Manager and Senior Accounting Manager with all financial Business Office requests from outside agencies as needed.
  2. Performs other duties as assigned.

General Responsibilities: The ability to work in a collaborative team environment is essential to the employees successful job performance. The ability to perform duties with awareness of federal state and local regulations including but not limited to IRS and payroll rules and regulations District requirements agreements and School Board policies. Regular attendance in accordance with the established work schedule is required.

Education and/or Experience: Bachelors Degree in Accounting Finance or the equivalent. Two years of experience in accounting processing or state education finances is preferred.

Other Skills and Abilities: Ability to learn new software systems and operate personal computers use databases Microsoft software especially spreadsheets. Demonstrated ongoing commitment to workplace diversity sustainability and delivering exceptional customer service is essential.
