Job Summary

Background on NYCEM:
New York City Emergency Management (NYCEM) is a coordinating agency for the City of New York. The agency plans and prepares for emergencies educates the public about preparedness coordinates emergency response and recovery and collects and disseminates emergency information. The agency maintains a disciplined unit of emergency management personnel including but not limited to attorneys responders planners watch commanders logisticians community outreach communications administrative and support staff to identify and respond to various hazards.

The Office of Strategic Operations (OSO) which reports into the Chief of Staff is responsible for managing high-priority agency-wide or citywide initiatives that support the growth of emergency management at both our agency and the City at large. OSO works to provide innovative proposals to continuously improve our internal interagency and externally facing operations. To accomplish its goals OSO is organized into three Units: Analysis and Evaluation Strategy and Innovation and Continuity of Operations (COOP).

The Strategy & Innovation (S&I) Unit is responsible for leading strategic planning and implementing novel initiatives and programs to enhance the Citys emergency management practice.

Description of Project/ Intern Responsibilities:
You will join NYCEMs Strategy & Innovation team at a pivotal moment as the agency looks to the future with both a new mayoral administration and commissioner. NYCEM is in the final stages of developing and publishing a comprehensive strategic plan and the intern will play a direct role in supporting both the plans completion and rollout. Work will span research stakeholder engagement meeting facilitation support and written communications. The intern will gain hands-on experience in public sector strategic planning within one of the nations most complex and high-profile municipal governments. Responsibilities include but are not limited to the following:
-Support finalization of the agencys strategic plan by synthesizing feedback from leadership and staff.
-Contribute writing and editing to the plan document and annexes.
-Help develop and track key results and performance indicators tied to plan objectives.
-Implement best practices in strategic plan performance measurement frameworks.
-Draft meeting materials for executive stakeholders.
-Support internal staff engagement including communications and information processing.
-Assist with the public rollout of the strategic plan coordinating across communications legal and design partners.
-Support general project management with status monitoring decision and change logs and stakeholder tracking.
-Work with supervisor to clarify priorities and calibrate assignments to graduate or undergraduate level.

Requirements/special skills and qualifications needed:

-Cover letter describing your interest in emergency management and public sector strategic planning
-Optional: Writing sample (policy memo research brief or similar)

Skills/Qualifications:
-Current undergraduate or graduate student in public policy public administration urban planning political science government or a related field.
-Strong research analytical and writing skills with the ability to turn complex information into clear concise materials.
-Proficiency in Microsoft 365 (Word Excel PowerPoint Teams); experience with data visualization or survey tools is a plus.
-Ability to manage multiple tasks independently with strong attention to detail.
-Interest in strategy governance emergency management resilience public safety or urban policy.

The selected candidate will be required to provide a letter confirming matriculation with an accredited college/university. Further letters will be required for each semester (spring summer fall) while working at NYCEM.

Qualifications :

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology computer science management information systems data processing or closely related field including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology computer science management information systems data processing or other area relevant to the information technology project(s) assigned including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
