Job Description:
ODA seeks a Director of Data Science to provide hands-on analytics project direction and oversee a team of data scientists. The Director of Data Science will work closely alongside the Citys Chief Analytics Officer (CAO) to implement the offices data analytics strategy and to develop processes for effective and sustainable analytics project staffing analysis and reporting.

In addition the selected candidate will engage regularly with Mayors Offices City agencies including technology and analytics principals New York Citys data science community and other internal or external audiences as well as occasionally with City leadership and City Council.

Responsibilities will include:
-Provide supervision for ODAs analytics team completing or reviewing data analysis as needed; and work with the CAO and team leads to review and assess analytics project opportunities and prioritize new and existing analytics projects in alignment with ODAs mission. The Director of Data Science will be responsible for fostering team growth and development in collaboration with the CAO;
-In partnership with City agencies and ODA analytics staff establish and review scope timelines reporting cadence impact and quality measures and technical documentation for ODA analytics projects;
-Provide quality assurance on analytics deliverables and analysis workflows. Depending on the project and the client ODAs data scientists organize and analyze data in SQL R and Python and use GitHub for version control;
-Lead the development of best practices for municipal open analytics work - publishing analysis methods and code publicly when possible in partnership with City agency partners;
-Support ODA as an analytics center of excellence and initiatives that increase agencies data-driven practices including: the Analytics Exchange (AnEx) data science workforce development initiatives and best practice exchanges between the private sector and academia and the Citys data analysts;
-Perform special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary support duties of this position in a 24/7 operation the candidate may be required to work various shifts such as weekends and/or nights/evenings.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
