Job Summary

As an Associate Director of the ACT Program you will support the Director in providing administrative clinical and operational oversight for the ACT team. This role focuses on ensuring high-quality services are delivered to individuals with severe and persistent mental illnesses assisting in compliance with regulatory standards and fostering the teams ability to support consumers in achieving stability within the community. The Associate Director collaborates closely with the Director in overseeing staff development quality assurance and adherence to the TMACT fidelity model. This position also plays a vital role in crisis management clinical supervision and building external partnerships to enhance program success. The ACT Associate Director also serves in the capacity of a Clinical Manager.

Essential Duties and Responsibilities

Program Support and Quality Assurance

  • Assist in overseeing the daily clinical operations of the ACT program ensuring interventions align with evidence-based practices and Medicaid/TMACT fidelity standards.
  • Participate in team meetings contributing to strategic planning and case review to ensure effective care coordination.
  • Support compliance with regulations set by DBH DOH and MCOs aiding in audits and quality assurance activities.
  • Contribute to evaluating program outcomes implementing quality improvement initiatives and supporting strategies for program growth.
  • Aid in managing the programs budget including Medicaid billing and other financial processes to ensure sustainability.

Clinical Leadership

  • Provide ACT services for at least 50% of the time offering direct clinical support and managing complex client situations alongside team members.
  • Collaborate with the Director to provide clinical supervision to multidisciplinary staff ensuring the delivery of comprehensive services.
  • Assist in reviewing and approving clinical documentation including Individual Recovery Plans (IRPs) and Individual Specific Service Plans (ISSPs) to ensure compliance with Medicaid requirements.
  • Participate in on-call duties and crisis management ensuring team readiness and effective responses to emergencies.

Staff Support and Development

  • Assist the Director in supervising and mentoring staff through regular clinical supervision training and performance evaluations.
  • Support the development and delivery of orientation and ongoing training programs for staff ensuring proficiency in areas such as entitlements housing and billing practices.
  • Help identify and address staff training needs to promote professional growth and enhance service delivery.
  • The Associate Director will maintain a team of no more than 9 Recovery Support Specialists and will have a total caseload not to exceed 90 consumers.

Community Liaison and Partnerships

  • Build and maintain relationships with community partners such as law enforcement housing providers and healthcare systems to support client services.
  • Serve as a liaison to external agencies facilitating access to resources for ACT clients including housing employment and healthcare.
  • Collaborate with local stakeholders to advocate for ACT clients and the programs mission.

Compliance and Risk Management

  • Conduct quality assurance audits in collaboration with the Director to ensure program adherence to internal and external standards.
  • Support risk management efforts providing leadership in crisis situations to maintain team and client safety.
  • Aid in ensuring compliance with Medicaid DBH and DOH regulations maintaining thorough and accurate documentation of clinical services.

Program Development and Improvement

  • Contribute to program planning budgeting and resource allocation to achieve program goals.
  • Assist in preparing reports for senior management and regulatory agencies monitoring program effectiveness and recommending improvements.
  • Monitor trends in service delivery supporting efforts to improve client outcomes and program effectiveness.

Qualifications :

  • Licensed in Washington D.C. as LICSW LPC or licensed Psychologist.
  • Masters degree in social work psychology or a related field.
  • At least 3 years of supervisory experience in a behavioral health or clinical setting; ACT team experience preferred.
  • Familiarity with evidence-based practices for engaging clients with severe mental illness and co-occurring disorders.
  • Proficiency in electronic health records (EHR) systems.
  • Strong organizational leadership and communication skills.
