Job Summary
What we are looking for
Experience in a senior programme management position in a humanitarian/ recovery contextwith experience in people management from a complex and volatile context. Programme development and implementation experience in a large and rapidly expanding country programme is a requirement.
Multi-sectoral expertise including in emergency recovery and durable solutions programming. Should have experience with one (or more) of the 4 Core Competencies at the area office i.e. Shelter Information Counselling & Legal Assistance (ICLA) Education and Protection.
Good knowledge of the context in Ukraine. Fluency in English both written and verbal is a requirement knowledge of Ukrainian or Russian languages is an advantage.
What you will do
The Area Programme Manager (APM) is responsible for implementing holistic and need-based programmes and representing NRC at coordination forums as delegated by the Area Manager (AM). The APM is a member of the Area Management Team (AMT).
Key responsibilities:
Responsible for integrated programming coordination and technical quality in the South Area Office (SAO) as well as coordination of emergency response in the area office.
Provides area specific inputs relevant for NRC Ukraine and CC strategies. Work with Core Competency (CC) Specialists/Programme Development Managers to develop programmatic strategy for both emergency and transitional/ durable solutions responses focusing on returns where possible.
Lead SAO proposal development identify targeted population needs develop area protocol for go / no go decisions on funding opportunities.
Responsible for the implementation of the Project Cycle Management (PCM) systemand oversight of programme implementation including targets and budgets in coordination with all Project Managers and Coordinators.
Compliance and adherence to NRC policies guidance and procedures as well as donor requirements.
Responsible for grant management BPO allocations and regular reporting to donors in SAO within the NRC Ukraine grants management structure. Ensures compliance with contractual commitments.
Ensure systems for program quality control monitoring and evaluation and approach to identifying and acting on key learning in programme implementation.
Line management of Core Competencies Project Managers and program support Coordinators. Ensures capacity building plan for programme and programme support staff is developed and implemented.
Supports with representation and external engagement coordination with donors and other stakeholders at the area level in liaison with the Area Manager.
Acts as Area Manager when appointed.
What you will bring
A Bachelors degree in a relevant field of study. Professional qualification in grants management Monitoring & Evaluation or technical sectors is an advantage.
Minimum 4 years experience in a senior programme management position in a humanitarian/ recovery contextwith experience in people management from a complex and volatile context.
Programme development and implementation experience in a large and rapidly expanding country programme.

Contract: Full time employment contract for 24 months.
Travel: 40% travel.
Salary/benefits: Grade 9 on NRCs grading structure.
