Reporting to the Director of Publishing Ethics and Conduct the Associate Program Manager Publishing Ethics is responsible for establishing the requirements resources and plans necessary to address issues related to publishing ethics within the peer review process. This includes managing concerns such as plagiarism manipulation of the peer review process and the misuse of widely accepted bibliometrics.
The Associate Program Manager Publishing Ethics will also manage reported cases of publishing misconduct using IEEEs centralized Ethics Point System. They will act as the case manager for investigations overseeing cross-functional teams to ensure ethics cases are resolved especially those that are large in scale. Additionally they will serve as a subject matter expert on the violations of publishing policies outlined in the PSPB Operations Manual.
Furthermore the Associate Program Manager for Publishing Ethics will collaborate with volunteers and Publications staff to develop programs to prevent and detect misconduct process cases and create innovative methodologies that address the evolving challenges of editorial and research misconduct.

Key Responsibilities
- Serve as a subject matter expert on publishing ethics issues for IEEE Publications.
- Respond appropriately to all severe allegations of publishing misconduct playing a crucial role as a case manager in resolving ethics issues.
- Identify relevant metrics and develop data management strategies to provide regular reports on the overall status of misconduct investigations.
- Explore and support methods for detecting misconduct collaborating with technology vendors to enhance the effectiveness and precision of analytic tools.
- Identify develop and execute strategies for conducting large-scale ethics investigations. Manage investigation requirements timelines and deliverables to lead cross-functional resolution efforts.
- Maintain up-to-date knowledge of journal and conference peer review processes and concepts related to publication ethics. Engage with external scholarly publishing partners peers and industry groups (such as COPE) to stay informed about current ethics issues and best practices for resolution.
- Exercise diplomacy and influence while managing key relationships with staff and volunteers involved in reporting misconduct activities related to IEEE Publications particularly regarding conferences and periodicals.
- Manage volunteer activities in standing and ad hoc committees notably the Publishing Conduct Committee by identifying needs and resources and recommending appropriate actions.
- Assist and advise Editors-in-Chief and the Chair of PSPB in adjudication author appeals of paper rejections and other incidents that may falloutside the publishing ethics domain.
