Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient inclusive resilient and sustainable agrifood systems for better production better nutrition a better environment and a better life leaving no one behind. FAOs commitment to environmental sustainability is integral to our strategic objectives and operations.

The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAOs response to regional priorities for food security agriculture and rural development through the identification planning and implementation of FAOs priority activities in the region. It oversees the network of Country Offices and the Subregional Office for the Pacific Islands (SAP). It ensures a multidisciplinary approach to programmes identifies priority areas of action for the Organization in the region and in collaboration with Divisions Offices and Centres at headquarters develops promotes and oversees FAOs strategic response to regional priorities and the implementation of the Organizations strategies through programmes and projects across the region.

The Regional Office for Asia and the Pacific supports the formulation and implementation of the Country Programmes and Projects including Country Programming Frameworks (CPFs) and their contribution to the FAO Strategic Framework and the United Nations Sustainable Development Cooperation Framework (UNSDCF) at the country level advising Decentralized Offices on corporate priorities such as the Strategic Framework and on the incorporation of regional priorities into the Organizations Programme of Work and Budget.

The Regional Office for Asia and the Pacific leads formulates implements monitors and reports on the Organizations programmes and budget in the region and draws management attention to problems deficiencies and risks. The Regional Office for Asia and the Pacific leads the preparation of the Regional Conferences and the Statutory Bodies in the region.

The Regional Office for Asia and the Pacific develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs) and participates in the United Nations Regional Architecture such as UN Regional Forums on Sustainable Development and UN Regional Collaborative Platforms and related mechanisms.

The Regional Office for Asia and the Pacific delivers an improved integrated and collaborative business model to enhance efficiency effectiveness consistency innovation agility and responsiveness in logistical operational financial and other support services at all levels to accelerate the achievement of the Organizations programme in the region and ensure compliance with the Internal Control Framework.

Reporting Lines

The incumbent will provide technical and coordination support to one or more projects implemented under the FAO Regional Office for Asia and the Pacific (RAP) contributing to strengthened climate resilience and sustainable agrifood systems in Thailand and the wider AsiaPacific region. The incumbent will be responsible for the effective management and implementation of project activities including coordination with national and subnational government counterparts facilitation of multistakeholder engagement processes and support to the delivery of technical outputs and monitoring and learning activities.

The incumbent will work under the overall supervision of the Lead Technical Officer or Budget Holder at RAP with technical guidance from designated experts. Daytoday coordination will be undertaken in close consultation with the Project Budget Holder and the Field Programme Unit to ensure alignment with FAOs countrylevel priorities and operational procedures.

The incumbent will ensure strong coordination across thematic areas promote the exchange of lessons learned data and good practices and contribute to ensuring that project initiatives are integrated with FAOs broader strategic objectives on climateresilient inclusive and sustainable agrifood systems in Thailand and the region.

Technical Focus

Support the Lead Technical Officers on the regional programme portfolio management through directly assisting the Budget Holders in operational and financial matters that contribute to the projects management oversight and backstopping responsibilities.

Tasks and responsibilities

Coordinate overall technical project planning and implementation to ensure coherence across outputs in line with approved work plans and donor reporting requirements.
Coordinate closely with national and subnational partners donor representatives and technical specialists for activity planning execution stakeholder consultations and technical task forces (as needed).
Represent the project at meetings conferences and workshops and provide technical recommendations to support achievement of project objectives.
Maintain uptodate technical knowledge through consultations with technical officers discussions with stakeholders desk reviews trainings and other learning activities; seek technical support as required.
Support the preparation of progress reports donor reports and internal monitoring updates ensuring timely and accurate inputs in FAO corporate systems
Conduct quality assurance reviews of deliverables and technical reports prepared by project specialists (e.g. NbS agriculture risk finance/insurance).
Contribute to project visibility and communication efforts through collaboration with the Communications Team on outreach materials.
Coordinate duty travel arrangements for consultants and support logistics for trainings workshops and related project activities together with implementing partners.
Plan and conduct field missions and community consultations as required.
Lead advanced planning and coordination for operational and administrative support ensuring alignment with project work plans and collaboration with technical officers and budget holders.
Perform other relevant duties as assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in public of business administration finance accounting economics social science or any other discipline relevant to the work of the Organization. Consultants with bachelors degree need two additional years of relevant professional experience.
Minimum of 5 year of professional experience in internal control finance administration risk management audit or a related field for 5 years for Category B.
Working knowledge of English (level C).
