Position Overview
This position is accountable for fiscal administration of the state and federal planning work program bureau purchasing Office of Planning and Program (OPP) budget OPP hiring and personnel actions and oversees development of the state highway map and other mapping and data products to support the office.
Essential Functions
- Coordinates with Office of Planning and Programming (OPP) bureau chiefs Director and Deputy Directorregarding staffing recruitment and personnel issues.
- Oversees the development of the OPPs annual operating budget for contractual services planning and equipment.
- Oversees the preparation execution and administration of all intergovernmental and consultant agreements for bureau programs.
- Oversees and helps monitor the development of all agreements being developed and all billings and payments under those agreements.
- Keeps abreast of state and federal requirements regarding grant administration and remains cognizant of institutional requirements involving procurement.
- Oversees and provides mapping services for the department to include design preparation and periodic updating.
- Maintains a liaison with the Department of Information Technology (DoIT) to ensure acquisition of neededdata processing resources for the OPP and to remain in compliance with the departments data processing standards.
- Trains motivates and evaluates subordinate personnel.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelors degree majoring in business accounting public administration geographyor information technology PLUS six years of progressively responsible managerial experience intransportation public works business and finance grant administration or a combination thereof; ORfourteen years of progressively responsible managerial experience in transportation public worksbusiness and finance grant administration or a combination thereof.
- Three years of supervisory experience.
Preferred Qualifications
- Masters degree in business accounting public administration geography information technology or
related field. - Business accounting planning or related professional certification.
- Completion of competitive leadership/professional development training program.
- Strong oral and written communication skills.
- Strong interpersonal and public relations skills.
Conditions of Employment
- Requires a valid drivers license.
- Requires successful completion of a background screening.
- Requires occasional in-state and out-of-state travel with overnight stays.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
