What Youll Do

The Security Training Specialist supports all training activities for Department of Energy (DOE) 470.4C Safeguards and Security (S&S) program elements to include Information Security Nuclear Material Control and Accountability Personal Security Physical Protection Program Planning and Management and Protective Force. Ensures compliance with DOE 473.2A and 10 Code of Federal Regulations (CFR) Part 1046 and 1047 Protective Force training requirements by using the DOE Instructional System Design criteria in all training activities. Analyze design develop implement and evaluate all S&S training courses. Coordinates and conducts table top job analysis and needs analysis for the S&S division. Conducts Technical Evaluations on all Safeguards and Security Instructors in accordance with DOE orders and the DOE National Training Center (NTC) Training Approval Program (TAP). Provides Subject Matter Expert (SME) support to each S&S program element for all activities within the Learning Management System. Serves as the training point of contact for Pantex S&S line organizations on training related matters. Collaborates and coordinates with the DOE National Training Center to ensure the Pantex site certification in the Training Approval Program (TAP). Coordinates all S&S DOE training conducted at both Pantex and the NTC. Coordinates training related tasks with other functional areas. Research develop revise and present classroom training in technical and non-technical disciplines. Ensures compliance with Enterprise training policies and directives. Produces and monitors training requirements to ensure S&S personnel remain in a qualified/certified status to accomplish assigned job tasks.

Must be able to exercise discretion and independent judgment denoted as follows: examples include- having the authority to formulate affect interpret or implement key training programs; instruct management policies or operating practices; carry out major assignments related to the operation of the Companys business; and make key decisions related to curriculum training and qualification status. The candidate must have a demonstrated ability to handle situations communication issues and concerns directly related to all six elements within Safeguard and Security. Needs to be able to demonstrate excellent written and verbal communication skills on a technical level with Senior Management.

Minimum Job Requirements

Bachelors degree: Minimum 2 years of relevant experience. Typical experience ranging from 4 to 7 years.
OR Masters degree: Minimum 1 year of relevant experience.
OR applicants without a bachelors degree may be considered based on a combination of at least 10 years of completed education and/or relevant experience

Preferred Job Requirements

Masters degree preferred in a technical and/or business-related discipline or an equivalent combination of related education and experience with at least 4 to 7 years relevant experience in professional training.
Experience in the use and development of professional instructing techniques and materials is essential.
Instructional experience in either commercial and academic environments is preferred.
Certified as a Curriculum Development and Job Analysis through the National Training Center Cardiopulmonary Resuscitation (CPR) Certified and National Training Center Certified Instructor is preferred.
Knowledge of adult education training principles and techniques including design development implementation testing and control of advanced level performance systems as related to fundamental technical subjects.
Computer proficiency and technical aptitude with the use of computer applications including Microsoft Office.
Demonstrated experience in oral and written communications.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required candidate must complete a counterintelligence-scope polygraph pursuant to 10 CFR 709. Medical requirements may apply.
