Fleet Management Associate

Organizational Setting and Work Relationships
The Fleet Management Associate supports fleet management activities within the Area of Responsibility (AoR) ensuring compliance with UNHCR rules and procedures cost-effectiveness efficiency and professionalism in the management of the fleet. The incumbent maintains regular contact on a working level with other UNHCR offices UN agencies NGOs government partners and commercial contractors in the AoR to facilitate the operation. The incumbent normally reports to a (Senior) Fleet Management Officer or Senior Fleet Management Associate.

The position can be located at UNHCR HQ Regional Bureau Country/Multi-Country/Field Offices.

Duties
- Apply UNHCRs fleet management strategy when preparing plans for purchase of fleet assets or related maintenance and repair services. Conduct spend analyses using historical spend data to identify trends that can be used to plan procurement activities and Frame Agreements. Advise the office(s) on maintaining an appropriate-sized fleet and how to optimise vehicle use though a pool or allocation system.
- Plan for acquisition maintenance and replacement of fleet assets and accessories. Act as a focal person in vehicle ordering considering local fleet management replacement strategies and UNHCR short - and medium-term requirements.
- Coordinate activities of implementing partners and/or contractors performing fleet related activities and ensure that they understand and adhere to relevant UNHCR rules and procedures.
- Respond to requests for information and advice coordinate responses from a range of entities to provide a clear consistent and timely response to the counterparts.
- Provide support and assessment of fleet related needs within the AoR including emergencies.
- Collect information from concerned parties to ensure relevant and appropriate data is gathered and shared. Promote an understanding of concerns objectives and priorities for fleet related issues by providing information or expertise to interested parties.
- Provide fleet management reports customised reports and gather information on all fleet assets and provide in-depth reports periodically and when requested.
- Monitor the quality and accuracy of fleet related data in relevant business systems. Compile and analyse statistical information identify trends and developments in fleet related matters that will assist in decision making. Monitor the utilisation and perform updates of the Vehicle Tracking System (VTS) for vehicles within the AoR.
- Disseminate promote commitment to and monitor compliance with UNHCRs global policies standards and guidance on fleet management.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

Essential Attributes:

At least five years of direct HQ experience with the delivery of global vehicle leasing programmes in the UN.
Client-oriented mindset.
Good analytical skills.
Experience with the preparation of fleet management-related SOPs.
Ability to address multiple initiatives simultaneously.
Excellent communication skills with the ability to advise operational teams on vehicle acquisition and fleet strategy to support operational effectiveness.
Knowledge of the fleet sizing concept.
Familiarity with vehicle preparation centres and global vehicle logistics.
Experience managing supply chains for civilian armoured vehicles.

Remuneration:
In case of appointment a competitive compensation and benefits package is offered.

G6 - Salary range: NET 854066 HUF - NETHUF.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

The Global Fleet Management UNHCR Field Offices and operations provide safe professional and cost-effective fleet management services and solutions to support optimum program delivery. We are committed to provide practical guidance to field operations on the operation and management of UNHCR vehicles support humanitarian civil servants working with UNHCR vehicles and fleet operations while delivering the Organizations mandate of providing protection to forcibly displaced and stateless people.

Global Fleet management Section adapts proactive management approach of UNHCRs vehicle assets which may include light vehicles heavy vehicles specialist vehicles and motorcycles. Fleet management covers a range of functions including vehicle procurement and financing vehicle maintenance vehicles telematics (tracking and diagnostics) driver and personnel management speed management fuel management and health and safety management.

The section provides centralized fleet management model to UNHCR empowering the Organization move beyond simply operating vehicles on a country-by-country and project-by-project basis to actively planning for optimizing vehicle fleet capacity and efficiency on a global scale.

The incumbent will support the supply of Light vehicles Armoured Vehicles (AV) and vehicle accessories & communications equipment to UNHCR country offices globally.

Reporting to the Fleet Management Officer the incumbent will be responsible to manage administer and support activities related to (but not limited to): country vehicle order planning and order management through to delivery; processing confirmed new vehicle orders in coordination with other GFM section colleagues (such as Finance & Insurance Road Safety Technical & Mechanical AMU Disposals).
