Description of Work
Please note that all positions close at 12:00 AM on the posted closing date. You must apply by 11:59 PM prior to the posted closing date.This position is responsible for the general management and supervision of the statewide bridge inspection field work involving special and in-depth inspection of over18000 structures on the State Highway System. These inspections must comply with the requirements of National Bridge Inspections Standards and the needs of the Department.
Manage and review the work of over 20 State bridge inspection teams and consultant bridge inspection teams who inspect highway bridges high mast light towers culverts large pipes tunnels overhead sign supports and walkway bridges. Make work assignments and review work through the WIGINS bridge inspection system. Provide guidance on inspection questions from the Analysis groups. Provide feedback to and clarify inspection issues that come from the field inspectors. Review and approve requests for use of under bridge access or special equipment. Review and update inspection grades as upon completion of repairs and preservation activities. Review and provide input on critical findings in the field. Perform QC/QA procedures and field reviews of inspection teams and independent review of inspection reports. Track progress of inspections to ensure inspection schedules are met. Manage and review equipment purchases and other expenditures. Assist with updating and implementation of the WIGINS bridge inspection system and inspection equipment. Also evaluate personnel conduct interviews and recommend hiring new personnel evaluate performance training coaching identify personnel problems and work out solutions. The position is in Raleigh though splitting time each week between a field office and the Raleigh office will be considered.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC.00 - 111871.00
Management prefers applicants with the following:
- Certification in an FHWA approved bridge inspection training course (NBIS course 130055 Safety Inspection of In-Service Bridges)
- Experience with supervisory work in coordinating & directing a statewide safety and maintenance needs inspection program of conventional and complex bridges including above water inspections mechanical and electrical inspections of moveable bridges & inspections utilizing non-destructive (ND) testing methods such as ultrasonic testing (UT).
- Experience inspecting bridge components for deterioration using proper techniques documenting problem areas with sketches getting required measurements & photographs and documenting them in the inspection report.
- Experience in reviewing inspection reports for completeness and accuracy coordinate inspections that require special equipment and coordinate with Division personnel for assistance with traffic control when needed review operations to ensure that all operations are conducted in safe manner.
- Experience with evaluation of personnel interviewing & recommending hiring new personnel tracking progress of inspections to ensure inspection schedules are met identify personnel problems and working out solutions.
- Demonstrated ability to interpret and apply State and Federal rules and regulations governing the inspection program in the evaluation of overall field inspection program the development of new inspection procedures and establishment of inspection priorities to meet Federal requirements and State goals.
Minimum Education and Experience

Bachelors degree in Civil Engineering Technology from an appropriately accredited institution and four (4) years of progressive experience in the design construction or maintenance of major concrete or steel structures; or Associates degree in Civil Engineering Technology from an appropriately accredited institution and eight (8)years of progressive experience in the design construction or maintenance of major concrete or steel structures; or High school or General Education Development (GED) diploma and ten (10) years of progressive experience in the design construction or maintenance of major concrete or steel structures; or an equivalent combination of training and directly related experience.
Necessary Special Requirements successful completion of FHWA approved comprehensive bridge inspection training and/or tunnel inspection training and FHWA approved fracture critical inspection techniques for steel bridges training.
