Description

NRCs Human Mobility Hub (HMH) is aimed at improving understanding of human mobility today and in the future. Through in-country partnerships and collaboration the HMH will promote effective responses to human mobility trends and the protection of people on the move. The HMH will produce strategic analysis regional linkages and capacity sharing to advance the protection of migrants refugees and asylum seekers in transit and displacement settings.

The Finance Officer supports the Human Mobility Hub by ensuring compliant and efficient finance operations. The role manages day-to-day financial processeshas overall responsibility for accurate financial accounting and payments for the Human Mobility Hub and contribution to the monthly closing of accounts and reporting in line with NRC procedures. This role also supports reporting and audits and provides hands-on finance support to partners/grantees throughout the project cycle.



Responsibilities

Generic Responsibilities

  1. Ensure compliance with NRC policies guidelines and standards.

  2. Ensure compliance with Finance strategy tools handbooks guidelines and standards.

  3. Promote and share ideas for technical improvement.

  4. Ensure proper filing of all supporting documents.

  5. Prepare periodic progress reports and other documents.

Specific responsibilities:

  1. Carries out the daily bookkeeping by utilizing the NRC accounting system & ensures accountancy records are booked in a timely manner (including Head office client bookings).

  2. Ensure timely payment of staff salaries contractors suppliers partners and other expenditures

  3. Prepare and support the monthly financial closing of HMH office accounting books.

  4. Ensure allocation of expenses in line with approved budgets and projected expenditures.

  5. Provide finance verification of purchase and payment requests up to his/her authorization limit.

  6. Lead on preparation and assistance on Internal and/or External Audits and other financial documentation revision from any external body if any.

  7. Review and validate Implementing Partners (IP) reports and the accompanying supporting documents.

  8. Provide support related to financial training to the Implementing Partners (IP) and contribute to building their capacities to meet NRC requirements.

  9. Maintain Petty Cashfor the Hub as and ifrequired.

  10. Proactivelyidentifyand suggest improvements to financial processes within NRC and IPs.

  11. Maintain proper filing of supporting documents for NRC and IPs to ensure audit readiness

  12. Other tasks as assigned

Critical interfaces

  • Finance teams in country offices

  • Admin HR and Logistics teams in regional and HMH teams.

  • Compliance and Grant department in HMH team.

  • NRC Head Office Accounting Department.

  • Human Mobility Hubs Local Partners.

  • Human Mobility Hubs consultants and service providers.

  • External auditors.



Qualifications

Generic professional competencies

  • University degree in finance accounting or relevant field.

  • Minimum three years of experience in Finance and/or accounting related field preferably within a humanitarian context.

  • Experience of working with ERP systems.

  • Documented results related to the positions responsibilities

  • Previous experience working with Local Partners is an asset.

  • Excellent skills of English and Arabic.

  • Proficient in Microsoft Office applications particularly Excel Word and PowerPoint.

Context related skills knowledge and experience

  • Experience working as a Support Function Officer in a humanitarian/recovery context

  • Previous experience working in complex and volatile contexts

  • Fluency in both English and Arabic written and verbal.

  • Knowledge of working with Agresso (unit 4) ERP is an asset.

What we offer:

  • Duty station:Amman Jordan.

  • Contract: 8 Months Fixed-term contract with possibility of renewal based on performance funding and the need for the position.

  • Travel: 20% within the region
