Job Summary

Responsibilities:

The Senior Business Analyst/Procurement Writer is responsible for creating content in various formats that serves users with the information they need. This role involves designing writing and editing content destined for public consumption including digital services mobile applications and the provinces flagship website. Document RFB and strategy throughout the service design cycle to produce digital content that helps people find the information they need when and where they need it. Make government information easy to understand and use with clear focused writing. Research plan write design deliver evaluate and maintain user-centered web content. Follow standards for inclusive plain language user-centered content design. Deliver exceptional content and delightful online experiences for the people of Ontario.


Experience with:

  • Content strategy (RFB) inclusive writing and user-centered design for high-quality digital experiences.
  • Communicating complex information clearly and concisely.
  • Government policies standards and legislation relating to digital service delivery (Digital Service Standard Simpler Faster Better Services Act).
  • SEO journey mapping user stories information architecture content auditing and evaluation wireframing prototyping persona development user research and
  • content testing.
  • French language and accessibility standards (FLSA AODA / WCAG 2.0 AA).
  • Managing multiple projects with impeccable attention to detail.
  • Political acuity collaboration and relationship management on sensitive projects.
  • Working in multidisciplinary teams with agile product development tools and techniques (Miro Figma Jamboard Mural etc.).
  • Analyzing analytics feedback and user research findings to continuously improve a service.

Experience:

  • Responsible for the review of an initial RFB draft package and continued development and writing
  • Responsible for incorporating team feedback received on the RFB making all required updates to the RFB documents in a timely manner.
  • Ensure that activities are undertaken following the Clients standard procurement processes while leveraging procurement best practices tools methods and approaches.
  • Provide proven frameworks methodologies models and tools.
  • Provide knowledge transfer advice coaching and facilitation.
  • Prepare documents and associated briefing materials.
  • Review to ensure quality RFB documents that are structured to successfully deliver the expected business results.
  • Coach and facilitate the development of scope statements business objectives and requirements with the project team providing expertise and advice and ensuring the procurement opportunity is identified in clear terms providing certainty of scope timing objectives and other critical business information.
  • Ensure that the Deliverables align to the recommendations and guidance from the independent Fairness Commissioner identified by the Client to ensure that the procurement activities are conducted in a transparent fair and open manner.
  • Provide advice on potential obstacles to vendor participation
  • Ensure that procurement documents clearly and appropriately explain the intended scope requirements and deliverables.
  • Identify issues risks and mitigation strategies throughout the procurement process
  • Facilitate team reviews and approvals of draft procurement documents and make required updates.
  • Provide advice and knowledge transfer to identified Client resources throughout the project including leading practices that may not be within the current OPS procurement lifecycle.
  • Identify risks and provide recommendations to mitigate risks through the evaluation process.
  • Participate in meetings with senior management as required.
  • Apply knowledge of market capability/conditions similar procurements in other organization/jurisdictions industry trends the vendor pool available scope of products and services service and pricing models etc. to meet business objectives.
  • Develop options and implications for potential procurement approaches.
  • Identify critical success factors with the project team to inform the procurement success.
  • Assist with facilitation of consensus meetings
  • Assist in contract award activities as required including preparation of the draft Form of Agreement (FOA)
  • Provide advice on Statement of Work (SOW)
  • Support team in onboarding of successful vendor if required.

  • Clear and Concise Drafting: The ability to simplify complex technical or legal information into plain easy-to-understand language.
  • Persuasive Writing: Crafting compelling arguments in tender responses executive summaries and case studies to persuade vendors
  • Technical Accuracy: Ensure the RFP/RFB adhere to technical specifications
  • Editing and Proofreading: Meticulous attention to detail to ensure error free documentation while following guidelines.


Technical Procurement Knowledge:

  • Tender Process Expertise: Knowledge of public sector procurement processes specifically for the OPS
  • Contractual Understanding: Knowledge of contract law terms and conditions to accurately reflect legal requirements in documents

  • Time Management: Able to manage multiple deadlines and deliverables without sacrificing quality
  • Information Gathering: Ability to collect data from SME and gather information from multiple sources while documenting where and who provided the information
