The Opportunity

FinDev Canada isseekingapurpose driven transformation minded executiveto serve asVice President Chief Finance and Operations Officer (CFOO).Reporting directly to the CEO this roleconsolidatesexecutive accountability forFinance Digital Office Operations and People & Culture the enterprise backbone that enables strategy growth risk discipline and institutional effectiveness. The successful candidate will be acredible senior finance leaderwho canoversee challenge and supportFinance while driving our Digital journey and providing strong enterprise oversight of Operations and P&C.

Operating model context:FinDev Canada partners withits parent company EDCthrough a Master Service Level Agreement (MSLA) covering a defined set of corporate and transactional services (e.g. core finance operations procurement facilities security travel and select HR administration).The CFOO is accountable for enterprise strategy risk and results across these functions drawing on EDCs SLA delivery for transactional needs whileretaininginhouse leadership of all strategic and value creating activities.

Key Responsibilities

Finance

  • Provide senior level oversight ofplanning budgeting forecasting reporting and financial governance; ensure compliance control effectiveness andaudit readiness; lead auditor relations and audit cycles.
  • Lead finance related strategy forconcessional finance technicalassistance international branch expansion andadministrative expense management; steward relationships with relevantgovernmentcounterparts.
  • Coach prioritize and challengethe Finance function to deliver insight discipline and transparency across a multistakeholder environment.
  • EDC interface:Oversee SLA performance forcore transactional finance servicesdelivered by EDC (treasury accounting/reporting loan servicing A/P and A/R) ensuring service quality issue escalation and continuous improvement against agreed KPIs.

Digital Office & Enterprise Technology

  • Provide executive leadership acrossdigital delivery and governanceenterprise systemsdata platforms/analyticscybersecurity andIT operations.
  • Ensurevalue realizationfrom digital investments includingdata and AI enabled capabilities; drive roadmap execution with clear outcomes benefits tracking and risk management.
  • Align technology data and security with enterprise strategy; championcloud firstapproaches and targeted build/buy to advance agility resilience and insight.
  • EDC interface:Wherekey data (e.g. finance/HR)residewithin partner systems govern dependencies with EDC technology owners to ensuresecurity privacy continuity and interoperability.Oversee SLA performance related to digital systems and cyber.

Operations

  • Provide executive oversight ofcorporate operations strengthening operational integrity scalability and service experience as the organization grows.
  • Establish operating rhythms that driverisk aware efficient processesand continuous improvement.
  • EDC interface:Oversee overall MSLA relationship with EDC as well as SLA performance and relationships forprocurement facilities/real estate security and travel driving reliability risk management and cost stewardship.

People & Culture (P&C)

  • Oversee enterprise levelorganizational developmentculture and engagementworkforce planning andtalent managementaligned to our values.
  • Ensure robustleadership developmentperformance management andcapability buildingframeworks that support growth and inclusion.
  • Advance P&Cs strategic pillars:(1) Workforce Planning & Talent (2) Culture & Engagement (3) Performance & Capability.
  • EDC interface:Oversee SLA delivery for payroll pension/benefits administration andpay equity compliance; integrate these services into a cohesive people strategy while evolving internal P&C capabilities.

Executive Integration & Enterprise Leadership

  • Serve as acore member of the Executive Team aligning enabling functions toaccelerate business delivery transformation and growth.

  • Lead applicable planning and governance rhythms that improveprioritization investment decisions and cross functional execution.

  • Partner closely with theCEO other VPs and Board/Committees asappropriate andEDCsenior leaders to strengthen institutional partnerships and ensure organizational coherence and operational excellence.

Education & Experience

  • 15 years of progressive leadership including a minimum of 10 years in senior leadership roles with executivelevel accountability across two or more of: Finance Operations Digital/IT and People & Culture within complex or multistakeholder environments.

  • Strong CFOlevel financial expertise (planning controls audit reporting governance) enablingcredible oversight challenge and supportof the Finance function.

  • Significant experience sponsoring or leading major digital or enterprise transformations including modernizing enterprise systems data capabilities or technologyenabled processes (cloud data platforms cybersecurity automation AI) with demonstrablegovernance quality delivery rigor and value realization.

  • Advanced academic qualifications such as a graduate degree in business finance or a related field (MBA CPA or equivalent considered an asset).

  • Bilingual in both official languages (English and French) preferred.

Position Details

  • Location: FinDev Canadas headquarters is in downtown Montreal. For the right candidate Ottawa or Toronto will be considered. FinDev Canada operates in a hybrid work environment currently requiring leaders to work in the office 3 days per week.

  • Reports to: CEO

  • Employment Type: Permanent

  • Salary: $215095 - $250000 plus short-term and long-term incentives.
