JOB DESCRIPTION:
Our service is to bring assistance with a Consultant in the context of the execution phase of a large-scale offshore energy infrastructure project involving multi-contractor construction works high-voltage installations and strict regulatory safety coordination requirements.
The Key responsibilities expected from our on-site delegate might include:
- Coordinate the implementation of general prevention and safety principles when defining technical or organizational aspects including planning of simultaneous or successive work phases
- Coordinate the implementation of relevant provisions to ensure contractors consistently apply prevention principles and the safety and health plan
- Organize collaboration and coordination between contractors including successive contractors on the same site to ensure worker protection accident prevention and proper information sharing
- Coordinate arrangements to ensure working procedures are properly implemented
- Ensure contractors consistently apply the HSE project plan requirements (legislation organization communication reporting training PPE permits risk mitigation incident procedures emergency response coordination risk assessment etc.)
- Participate regularly in project meetings (kick-off technical progress etc.)
- Discuss and align coordination between contractors subcontractors and third parties ensuring reciprocal information flow
- Inform all stakeholders of any non-compliant behaviors decisions or oversights
- Identify and communicate best practices and lessons learned
- Respond to stakeholder requests
- Perform weekly site inspections or attend site meetings and produce weekly H&S coordination reports
- Review preparatory contractor documentation (HSE execution plans training competencies permits to work incident reporting waste and pollution plans emergency response plans etc.)
- Review method statements and risk assessments prior to work execution
- Check that working procedures are correctly implemented during execution
- Perform HSE reviews site inspections and audits
- Participate in debriefings and analyses of incidents or near-misses support action plan definition and follow up on implementation
- Make or ensure the implementation of adjustments to the safety and health plan and post-intervention file based on project progress and changes
- Prepare high-risk activities with contractors and follow their execution
- Perform weekly site inspections or attend site meetings and draft H&S coordination reports
Profile:
- Fluent in Dutch and English (written and spoken) with reporting in both languages
- Minimum 5 years of relevant experience on major projects
- Safety coordination certification level A
- Technical bachelor or master degree or equivalent through experience
- Experience in offshore or maritime environments is an asset
- Experience in EPCI project environments is an asset
- Offshore BOSIET or GWO certification or willingness to obtain
- Work locations: Brussels Oostende and Offshore (North Sea)
- Strong people management capabilities
- Excellent communication skills
- Structured autonomous and precise working style with strong deliverable orientation - Team-oriented and driven mindset
- High flexibility regarding workload distribution offshore travel and occasional night or weekend work
- An entrepreneurial experience or ambition is a plus (extra-professional or extra-academic as well)
- Immediate availability is preferred
- Valid single permit for non-EU citizens
