Overview
The IT Data Office part of the CIO function was established in 2024 to support strategic and operational data needs aligned with a multi-year Data Strategy. The team is led by a Head of Data and consists of a mix of internal staff and external specialists.
The function supports a wide range of stakeholders including operational business units (e.g. payroll inspectorate) policy teams shared services and digital transformation initiatives. It plays a key role in enabling data-driven decision-making improving business processes supporting policy development and delivering management insights and forecasting capabilities.
Technology Environment
The organisation operates a hybrid data environment including:
An Azure-based data platform (with third-party support)
An on-premise Oracle Business Intelligence Enterprise Edition (OBIEE) platform
This role will primarily focus on the development support and maintenance of the OBIEE platform with potential exposure to Azure/Fabric initiatives.
OBIEE Platform Overview
The OBIEE platform in place since 2022 delivers critical reporting to approximately 75 business users across multiple functions.
Key data sources include:
Student enrolment data (primary and post-primary)
School reference data (e.g. roll number address)
Inspectorate data (SharePoint)
Payroll and financial control data
Additional datasets from Excel/CSV integrations
Users span various business areas and many are experienced in self-service BI using Oracle tools.
Role Overview
The following non exhaustive list sets out key role and responsibilities for resources:
Support develop and maintain data models mappings reports agents and ETLs on the platform ensuring related documentation for new integrations/coding on the platform aligns to existing platform naming conventions and standards
Ensure existing production ODI scheduled/on demand data refresh scenarios are operating successfully and troubleshoot/resolve any related issues on the platform or escalate where issue relates to infrastructure or application source data error.
Monitor successful running and execution of OBIEE agents and related items so that agreed end user recipient lists receive scheduled outputs at the agreed frequencies and troubleshoot/resolve issues and or make amendments per business requests.
Work directly with business contacts to understand and resolve business problem statement(s) by making relevant amendments on the OBIEE platform (e.g. Subject Areas Reports develop amended ODI scenarios and promote from dev to prod) or pin pointing source data issue(s) as may be relevant.
Manage updating of key reference data stored on the Oracle Data Warehouse ensuring alignment back to Data Source/Application Source reference data (including at specific agreed calendar points in time/roll overs)
Create and maintain business end user accounts access to OBIEE platform ensuring following of agreed process re approval sign offs is adhered to.
Where requested participate in end-to-end Business UAT in cases where critical application source systems are being updated/patched to ensure no adverse impact on production ODI / OBI routines.
Support and maintain OBIEE application platform environments (including application patching). (Infra/Server patching and storage is managed by DEY Infra team)
Facilitate knowledge transfer into the Departments IT Data Office team by allowing shadowing and/or holding walkthrough sessions as part of quarterly team meetings

Experience
It is a mandatory requirement that the Resource proposed has the equivalent of Senior i.e. >7 years experience as a Business Intelligence Developer including experience:
Oracle Business Intelligence Enterprise Edition (OBIEE)
Oracle Data Integrator (ODI) and Oracle Business Intelligence (OBI) tools
Advanced PL/SQL
Availability
Must be available to start 22 June 2026
English Language Proficiency (MANDATORY):
Native English speaker OR
CEFR C2 Proficiency/Mastery (or equivalent)
If there is no certificate fluency will be assessed at presentation stage
Key Deliverable:
The following non-exhaustive list of Key Deliverables are applicable to this role.
DEY OBIEE Platform Stability & Availability: Ensure platform is available to DEY end users and that there is timely resolution of any downtime.
Data Refresh & ETL Reliability: Successful execution of ODI packages in line with agreed scheduled. Prompt investigation of any failed loads with root cause analysis provided where applicable. Escalations of issues outside of OBIEE scope (e.g. failures due to storage etc.)
Reporting & Agent Execution: All reports (including bursting activity) are distributed to agreed recipients lists at agreed frequency. Timely resolution of report failures and/or delivery issues.
Changes & Enhancements: Agreed changes promoted across environments following release approval cycles. Risks to OBIEE platform accessed and raised with internal DEY IT Data Office team member
Data Quality & Reference Data Management: Key agreed reference data (e.g. current academic year) updated at agreed calendar times. Alignment maintained between warehouse and source system values. Data discrepancies investigated and resolved
Access & Security Administration: User access requests progressed promptly and in line with agreed documented approval process
Knowledge Transfer & Team Collaboration: Conduct walkthroughs/shadowing sessions. Maintain internal support documentation.

Candidates must clearly and comprehensively demonstrate their experience in the four areas set out below. Must include examples for each and include visuals as appropriate.
1. Demonstrate experience and use of initiative in supporting developing and managing data integration workflows using Oracle Data Integrator (ODI) including supporting designing and implementing scalable ETL/ELT processes with proficiency in SQL and PL/SQL development for data extraction and transformation.
2. Demonstrate comprehensive practical experience with Oracle BI Publisher and Oracle Business Intelligence (OBI) tooling including the design formatting supporting and deploying of reports (template creation via Repository File) data model integration and supporting end user delivery mechanisms such as bursting and scheduled distribution.
3. Demonstrate practical knowledge and hands on experience in supporting the Oracle Business Intelligence Enterprise Edition (OBIEE) platform including areas such as application administration ongoing maintenance troubleshooting and performance management of the applications across DEV UAT and Prod environments.
4. Demonstrate strong capability and experience in working with business areas to understand their data and operational reporting requirements and to translate these into appropriate new or amended dimensional data models including star and snowflake schemas for optimised data warehouse design.
