| Job Summary: |
The Property Tax Training and Certification Program is designed to educate and certify county staff and Department of Revenue (ADOR) employees to perform the duties and exercise the authority of an assessor or appraise property in or on behalf of a county.
This position is responsible for supervising the Appraiser Training and Certification team in the administration of the Property Tax Appraiser Training and Certification Program to ensure agency and county assessor needs are met; ADOR Property Appraisal team is trained; and the effective delivery of services/education to other internal and external stakeholders on various property appraisal topics.
This role requires in-state travel as needed.
Supervision:
This position has 2 to 4 non-supervisory direct reports.
| Job Duties: |
- Carries out supervisory responsibilities in accordance with ADORs core values agency policies applicable standard work and applicable laws.
- Actively participating in the interviewing and hiring processes and ensuring successful functional onboarding of new employees
- Planning assigning coordinating and overseeing daily work of direct reports in alignment with strategic operational and tactical priorities of the organization
- Conducts regular one-on-one meetings providing constructive balanced regular performance feedback coaching and mentoring
Setting reasonable stretch performance goals and conducting mid-year and annual performance appraisals - Recognizing and rewarding performance excellence culture championship and continuous improvement effort
- Serves as a supervisor trainer on the Property Tax Appraiser Training and Certification Team to include:
- Providing subject-matter expertise to the team across all aspects of training and certification
- Supports team performance as the first point of escalation for matters of technical knowledge customer issues and all other training and certification related matters
- Actively contributes to new hire and ongoing job training of other trainers on the team
- May serve as back-up to manager
- Carries out the following duties personally and through subordinate staff
Training - Ensures the effective planning organization implementation and evaluation of the Property Tax Education Training and Certification Program for ad valorem appraisal staff is successfully carried out across the State of Arizona.
Community Outreach Engagement & Education
- Nurtures the cultivation of strong relationships across the property tax community (requires in-state travel as needed):
Collaborates with key internal leadership in order to facilitate the education of local government staff and taxpayers on statutes administrative codes and ADOR policies/procedures related to the Arizona property tax system. - Attends meetings with external stakeholders on behalf of the Department as needed involving in-state travel
Agency/Department Compliance & Continuous Improvement
- Remains current on all laws regulations policies and best practices related to taxation through regular engagement in activities such as: self-directed research conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
- Consults with District leadership attorneys and staff concerning reviews of centrally valued taxpayers to ensure compliance with reporting requirements
- May complete periodic metrics projects huddle boards and reports as requested.
- Contributing subject-matter expertise in response to special requests
- Participating in the development of manuals guidelines procedures and regulations.
- Providing support and training to other staff members when needed.
- Maintaining the Access database and providing user-assistance
- Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement and engages in continuous improvement efforts as assigned.
Projects Engagement
- Engages as project business lead and/or SME as applicable to ensure the successful execution of all mandated and non mandated projects.
Conducts research for special projects and compliance reviews remotely and onsite requiring in-state travel.

- Knowledge of ad valorem appraisal process
- Advanced appraisal methodologies
- Public relations and public speaking strategies and techniques
- Knowledge of state tax statutes constitution and administrative rules
Skills
- Strong verbal written and listening communication skills
- Strong public speaking and presentation skills
- Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook Access Word and Excel PowerPoint; and in the use of Google Suite applications such as Gmail Sheets Docs and Drive
Abilities
- Ability to successful complete the DOR intermediate appraisal certification program or ability to successfully complete the program within three years after the hire date
- Ability to stay up to date on current tax laws and statutes
- Develop and present appropriate educational curriculum and materials for an array of audiences
- Ability to interpret statutes rules and regulations pertaining to property valuation
- Apply accounting finance and appraisal methods and techniques to complex properties
- Develop own knowledge to become a subject-matter-expert and train staff in the area of ad valorem property appraisal
- Ability to travel up to 40% of the time within the state of AZ with some overnight travel

Additional Job Demands
- In the course of performing the essential duties one must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.

Education & Experience
Bachelors Degree in Education or related field
Experience with LEAN management process improvement methodologies
Experience valuing complex commercial industrial and income producing properties
Current Level 3 Arizona Department of Revenue Appraiser certification
IEW certification through the International Association of Assessing Officers Organization
Any combination that meets the knowledge skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelors Degree (e.g. B.A.) training coursework and work experience relevant to the assignment.
Minimum of four (4) years relevant experience e.g. training content design and development public speaking/training delivery marketing project coordination and/or public relations
Minimum of (2) years of property appraisal experience
