Role Purpose
The Head of Asset Management is responsible for the strategic leadership governance and longterm optimisation of the hospitals built estate and infrastructure assets.
The post-holder will ensure that asset care maintenance compliance and investment activities across all buildings and engineering systems are planned prioritised and assured through a riskbased lifecycle approach rather than reactive service delivery.
This role incorporates management of asset care services teams contracts budgets systems and compliance frameworks.

With a staff of over 4000 people from 63 differentcountries it provides both acute and tertiary care to an increasing population of circa 800000 people and is a provider of local regional and national specialties. Key Accountabilities
1. Asset Management Strategy & Governance
- Develop implement and maintain the Hospitals Asset Management Policy and Asset Management Strategy in conjunction with head of Engineering and Compliance aligned with ISO 55000 principles HSE policy and organisational objectives.
- Establish governance frameworks that define how asset care services are planned prioritised and assured ensuring transparency and consistency in decision-making.
- Provide strategic leadership to ensure asset care supports clinical service continuity patient safety and organisational growth.
- Act as the senior professional authority on asset management across the organisation.
- Asset Care & Service Delivery Assurance
- Hold strategic accountability for the performance of asset care services across all hospital buildings and systems including MEP fabric carpentry and specialist infrastructure.
- Ensure that internal teams and external contractors deliver services in line with agreed standards policies and service strategies.
- Set performance frameworks in conjunction with the head of Engineering KPIs and reporting arrangements to monitor service delivery rather than direct day-to-day supervision.
- Ensure asset care activities are aligned with long-term lifecycle and risk-based investment plans.
- Leadership Workforce & Capability Development
- Hold direct line management responsibility for the asset care and engineering workforce including recruitment performance management capability development and succession planning.
- Ensure staff are deployed in line with strategic priorities and risk-based plans.
- Lead cultural change towards planned data-led and risk-based asset care
- Provide senior leadership and direction to multidisciplinary asset management and asset care functions.
- Ensure appropriate competency frameworks training programmes and succession planning are in place for engineering and asset care teams.
- Foster a professional culture focused on safety accountability continuous improvement and patient-centred service delivery.
- Support and challenge operational managers to deliver against strategic objectives.
- Strategic Planning Capital & Modernisation
- Collaborate with senior management to align asset strategies with clinical service plans capital development and sustainability objectives.
- Provide strategic input into capital projects to ensure whole-life value maintainability and operational resilience.
- Lead the transition from reactive maintenance to planned condition-based and risk-based asset care models.
- Champion modern asset management practices including CMMS/CAFM systems asset data governance and digital workflows.
- Asset Information Systems & Innovation
- Establish and govern the hospitals asset information management framework ensuring data accuracy completeness and usability.
- Lead the strategic implementation and optimisation of CMMS electronic helpdesk systems and reporting tools.
- Ensure asset data informs investment prioritisation compliance assurance and performance management.
- Drive innovation in asset care practices including energy efficiency and smart building solutions.
- Financial Budget & Resource Governance
- Hold strategic accountability for asset care and lifecycle investment budgets.
- Ensure resources are allocated efficiently based on risk condition and service criticality.
- Oversee procurement contract governance and financial controls in accordance with hospital and public sector requirements.
- Support development of capital and revenue business cases in line with the Public Spending Code.
- Compliance Risk & Safety Leadership
- Ensure asset care and asset management arrangements support full compliance with health safety and statutory obligations including fire safety electrical systems medical gases water quality and infection control.
- Establish asset-related risk management frameworks and ensure risks are identified mitigated and escalated appropriately.
- Provide assurance to the Director of Estates & Facilities and Executive Management Team on estate-related risks.
- Lead responses to audits inspections and regulatory reviews.
- Contract & SLA Governance
- Establish and oversee governance arrangements for all asset carerelated service contracts and SLAs.
- Ensure contracts are aligned with service strategies performance expectations and procurement regulations.
- Monitor contractor performance through structured review processes and performance data.
- Sustainability & Energy Leadership
- Embed energy efficiency decarbonisation and sustainability objectives into asset management and asset care strategies.
- Ensure asset care practices support national and hospital sustainability targets and government policies.
- Align asset investment decisions with long-term climate resilience and energy performance objectives.
- Stakeholder Engagement & Continuous Improvement
- Build strong collaborative relationships with clinical services hospital management contractors and external stakeholders.
- Ensure clear communication of asset risks priorities and constraints to non-technical stakeholders.
- Establish and maintain standard operating frameworks governance processes and continuous improvement cycles across asset care services.
- Promote a learning culture that uses performance data incidents and feedback to drive improvement.
Qualifications & Experience
Must have:
- Degree (level 8) in Engineering Facilities Management Asset Management or related field
- 6 years experience in asset management estates or facilities in a complex environment
- 3 years experience leading and managing teams (engineering maintenance stakeholders)
- Change management capability (modernising systems)
- Experience Manging External Vendors
- Practical experience of use of IT Systems
- Excellent Communication Organisation and Problem Solving Skills

Reward & Recognition
- Remuneration in accordance with the Department of Health Consolidated Salary Scales. This post is a grade VIII appointment.
- The appointment is permanent and pensionable subject to the probation period.
- Annual leave entitlement based on grade with the leave year running from 1st April to 31st March.
- Normal working hours are 35 hours per week worked over 5 days. However contracted hours may be adjusted to meet the hospitals needs with shifts between 08:00 and 20:00hrs
