Program Leader

Onsite 4 days/week in Minneapolis

Managers Note:

Our projects are more technical in nature. Trying to build more products for ease of business (example: e-delivery) deliver our insurance contracts electronically. We are doing this with our insurance and annuity product lines.

This is a 3-year program as well includes insurance and annuities. Use an outside vendor to illustrate our products. We are upgrading our system to a new platform - lift and shift from old to new. We are needing to run the business with some product enhancements that will take place on the old platform as well. There are a few smaller projects that this person will take over as well. We always have new ideas coming through iterative planning. Each month business brings forward new ideas.

Top 3 skills:

  1. Program Management mindset. Someone who can thing holistically across the board. Thinking beyond their immediate needs. Thinking more broadly.
  2. It is being able to understand the risk involved in the projects and how to best mitigate them. Need to have a forward-looking mind set.
  3. There are some complexities in the budget with vendors - so they need to have some of that experience.

This person should be more business focused. There is a technology PM that is on the project that is involved with the tech side. This person will be more engaged on the business side.

Financial services experience is nice to have.

Culture: We have an engaged tech department; we sit on the same floor. We are very engaged with tech PMs and their BSAs as well.


The purpose of this position is to actively manage the delivery of a portfolio of projects while ensuring the program has sufficient governance infrastructure financial management resource management and planning to successfully deliver scope within schedule and cost. Throughout the life cycle of the program this role is expected to engage key stakeholders and leaders across the organization and to provide strategic leadership to individual project managers.

This role is responsible for:
- Assisting in the optimization prioritization and execution of the portfolio by ensuring the business case is credible facilitating the Investment Optimization (IO) planning process and providing thought leadership on the constraints costs and implementation strategies required to provide optimal execution and achievement of reengineering goals.
- Providing vision leadership and innovation to project teams responsible for the delivery of the programs projects that are often complex cross-organizational initiatives in support of strategic objectives.
- Ensuring goals metrics and objectives of the program are clearly defined and agreed upon with the program sponsorship/steering committee and cascaded throughout the program team.
- Negotiating with organizational managers to initiate or continue programs and/or projects based on business performance and available organizational resources.
- Providing strategic management of the program to achieve the organizational objectives including optimal resource allocation for both the implementation and ongoing maintenance of the program.
- Assessing and monitoring the programs performance and implementing corrective actions to keep program on track and within budget.
- Maintaining the financial gating process for the program providing leadership and guidance to the project managers while holding them accountable to the established project plans.
- Developing and maintaining a roll-up work plan which indicates the programs key dependencies resources time-frame for completion deliverables risks issues and progress against plan and providing an update to the Steering Committee while outlining key escalations and decisions required.
- Conducting periodic briefings and status updates to executive sponsors and program Steering Committee and facilitating discussions to resolve issues and obtain sign off.
- Building and sustaining key relationships with stakeholders to ensure that outcomes and goals are achieved.
- Providing leadership to ensure that all policies and procedures are adopted and successful in the PMO. Proposing enhancements to the organizations Project Management Methodology / Framework.

The ideal candidate for this position must possess:
- Self-directed leadership and drive
- The ability to balance approach to political economic social technological and administrative factors
- Demonstrated experience leading multiple complex programs from design to delivery
- The ability to think strategically and effectively lead influence communicate and interact with people of all levels across the organization including external partners as required
- Solid understanding of Project Program and Portfolio Management methodology tools and techniques preferred candidate will have experience using OnePlan
- Outstanding presentation and facilitation skills
- The ability to adjust quickly to changing situations and to drive results through ambiguous environments or unexpected obstacles
- Demonstrated experience motivating/mentoring others and managing significant change management efforts
