Position Overview:
The Rhode Island Emergency Management Agency (RIEMA) is seeking a
Project Director Grants / Emergency Management Grants & Finance Specialist to join its Grants and Finance team. This position supports the administration monitoring and financial oversight of federal emergency management and cybersecurity grant programs.
The ideal candidate has hands-on experience managing or administering federal grants preferably in an emergency management homeland security public safety or governmental environment. College coursework is preferred; however relevant grants administration experience is the primary qualification.
Key Responsibilities: - Assist with drafting cybersecurity grant applications investment justifications and work plans
- Support applicants throughout the grant application process
- Collaborate on financial forecasting budgets and allocations
- Facilitate grant program rollout meetings (virtual and in-person)
- Review and score grant project applications impartially
- Prepare and submit quarterly and semi-annual reports (FEMA GO) BSIR reporting and grant amendments
- Collect documentation and data for state and federal audits
- Prepare sub-recipient award documents and award letters
- Review reimbursement requests and audit payroll and procurement documentation
- Review requests for funding reallocations and period-of-performance extensions
Support National Cybersecurity Review (NCSR) data collection
- Draft grant communications including approvals closeouts and de-obligations
- Conduct desk audits and onsite monitoring visits to project locations
- Track documentation and reimbursement status for sub-recipients
- Ensure compliance with federal regulations (2 CFR 200) FEMA Authorized Equipment List state purchasing policies and program requirements
- Complete required state and federal training
Qualifications: - Experience administering or managing federal grants (required)
- Experience with FEMA homeland security emergency management or public sector grants (strongly preferred)
- Knowledge of 2 CFR 200 Uniform Guidance and audit/compliance processes preferred
- Strong organizational analytical and documentation skills
- Ability to manage multiple deadlines and communicate with multiple stakeholders
- Proficiency in Microsoft Office (Excel Word Outlook)
Additional Information: This role requires collaboration with internal staff municipal partners and federal stakeholders. Candidates must be comfortable reviewing financial documentation monitoring compliance and conducting both virtual and in-person site visits.
