LOCATION: Aswan and Cairo.

Funding for Aswan role is secured and it takes priority in hiring timeline.

Funding for Cairo role is pending donors approval.

GRADE: 3TYPE OF CONTRACT: Fixed Term

CHILD SAFEGUARDING: (select only one)

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

We carry out both long-term development work and more recently emergency humanitarian work.

SCI Egypt Country Office is currently expanding its programs in Aswan to implement SGBV response and prevention interventions including case management MHPSS and community-based prevention activities for refugee and migrant survivors both children and adults. These services aim to respond to and address protection needs and provide urgent support to survivors of violence that may have occurred in their country of origin during their journey or at their temporary or permanent destinatio3n.

ROLE PURPOSE:

The role will lead on the contextualization/adaptation of SGBV SoPs procedures and tools and providing timely feedback and input to contribute to learning and evidence generation in SGBV for all Egypt Country Office.

The SGBV Senior Officer will provide technical and operational oversight of the response and prevention activities including case management and MHPSS services while ensuring appropriate referrals to other required services.

Additionally the role will be responsible for overseeing the implementation of SGBV interventions and activities in Aswan directly and will provide support to SGBV interventions and activities in other locations when needed. The role will be based in Aswan.

The role will support projects that include SGBV interventions mostly in Aswan and while expanding support to other locations when needed.

The Role will also be responsible for ensuring the adoption of SGBV survivor centred case management safe referrals and coordination with health protection legal and psychosocial services.

SCOPE OF ROLE:

Reports to: Aswan Area Manager for Aswan position

Director of Program Development and Quality for Cairo Position (pending donors approval)

Actively working with: Child Protection TA Gender Equality Specialist and MHPSS TA

Staff directly reporting to this post: Case workers and coordinator.

Coordination: The role is expected to coordinate closely with the Case Management Specialist to ensure all training needs and identified and addressed on a timely basis.

KEY AREAS OF ACCOUNTABILITY:

Setting up SGBV system in SCI Egypt Country Office

Develop SGBV system inside SCI Egypt CO that ensure SCI deliver SGBV interventions within the existing projects.

Develop the procedures and required SOPs for managing SGBV interventions.

Lead on developing all the required tools manuals and curricula related to SGBV interventions.

Build the capacity of the case management team responsible for managing SGBV cases.

Work with relevant departments and consultant to ensure the development of all required tools.

Project Implementation:

Ensure the effective implementation of GBV response services including assessments referrals and follow-up support in line with minimum standards and Save the Childrens SGBV SOPs

Ensure SGBV services are conducted in safe and confidential spaces in coordination with survivors.

Provide operational and technical oversight to Case workers and coordinators in alignment with the CP Senior Officer and Project Manager.

Ensure timely and efficient referral of urgent cases to the required services and contribute to regular updates of referral pathways both internally and externally.

Facilitate coordination with service providers to ensure timely and safe access to services for survivors.

Coordinate with CP Senior Officer and MHPSS Officer to ensure SGBV team including case workers MHPSS team facilitators and outreach staff are properly coached and support to ensure quality service delivery.

Provide ongoing training technical guidance and coaching on GBV case management survivor-centered approaches and ethical standards.

Ensuring SGBV SOPs and data protection policies are followed by all SGBV and CP teams.

Monitor data quality and confidentiality standards.

Attend one to one and group supervision meetings (Face to face and online) with the CP TA and MHPSS TA.

Supervision & Staff Support:

Supervise and mentor SGBV teams including case workers coordinator and outreach staff to ensure quality service delivery.

Provide guidance and build field teams capacities and provide the required technical support to SGBV teams particularly case management to ensure quality implementation and following survivor centered approach.

Conduct regular case review supervision meetings and capacity building to the team besides leading on internal case conferences.

Support staff in conducting safe and appropriate home visits when required ensuring safety and confidentiality.

Ensure staff adhere to confidentiality data protection and survivorcentered guiding principles.

Support staff wellbeing by identifying stressors and facilitating access to supportive activities.

Conduct performance evaluation to the team on a quarterly basis.

Coordination & Representation

Represent SCI in the SGBV Working group along with other SCI staff.

Establish effective and up to date referral pathways with health legal psychosocial child protection and law cash actors to ensure timely and safe access to services for survivors.

Ensure effective internal coordination with MHPSS child protection and MEAL teams.

Strengthen communitybased protection networks

Reporting & Documentation:

Provide regular program updates and reports.

Lead trend analysis identify gaps and propose programmatic adjustments.

Ensure accurate documentation and secure storage of SGBV case files in data management systems in compliance with data protection policy and information sharing protocols.

With the support of the Gender Specialist coordinate with UNHCR and UNFPA the utilization of the GBVIMS data management system.

Document lessons learned success stories and best practices.

Work closely with MEAL team to ensure all indicators and targets are on track well documented and that there is a solid plan for documenting evidence on the needs and impact on the beneficiaries.

Ensure that all relevant data is entered on Prime as related to SGBV activities.

Coordinate with MEAL team to ensure that the needs of Sudanese refugees and asylum seekers are adequately updated and reported.

Planning & Budget:

Develop monthly work plans in line with the overall projects plan.

Contribute to budget development and ensure that activities follow Save the Childrens budget utilization guidelines.

Support the project manager in budget forecast.

In case of Emergency:

Promote childrens rights contributing to their well-being and protection in times of emergencies guided by humanitarian principles and code of conduct.

Support addressing protection needs of children and adult.

During emergencies he/she should act in a way that facilitates SCIs response to emergencies giving priority to all assigned.

Be prepared to support SCI interventions in response to emergencies and show needed flexibility.

Child Safeguarding:

Support the project team in the implementation of child safeguarding policy within the program cycle; including identifying and addressing risks to children that are caused/exacerbated by programme design and intervention.

Ensure that childrens activities are safe for children and that all steps are taken to ensure their meaningful and safe participation.

Provide leadership and guidance in the implementation of the child safeguarding policy and the code of conduct within the project.

General:

Contribute to the CO risk management process and matrix development communicate mitigation measures with the field team and ensure that they are in place.

Contribute to the development of communications products in collaboration with ACCM.

Comply with Save the Children policies and practice with respect to safeguarding code of conduct health and safety equal opportunities and other relevant policies and procedures.

Embed counter-fraud and ethical controls in all operational processes ensuring compliance with donor and legal requirements while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs.

Ensure adherence to the Do No Harm principle across all coordination planning and implementation activities.

Ensure the security health and well-being of staff and that staff management and other processes and policies and systems reflect SC s principles of equity and fairness.

Complete all mandatory training within the time limits set by HR and line manager

Proactively identify map and assess contextual operational and safeguarding risks related to child protection in migration programming.

QUALIFICATIONS AND EXPERIENCE

Bachelors degree in development related fields social work psychology or gender studies is preferable.

Minimum 46 years of experience in GBV programming case management or protection work.

Previous SGBV Case management experience is a must.

Strong understanding of SGBV guiding principles survivor-centered approaches and international protection standards.

At least 3-5 years of field experience with proved experience in training coaching and capacity building in SGBV is required and preferably in protection & child rights.

Previous knowledge training or experience in implementing SCI Common Approaches is an asset.

Good understanding of rural development needs and challenges.

Experience in working with local partners.

Good command in English and Arabic (verbal and written)

Familiarity with national and international protection SGBV response and prevention mechanisms
