Salary Information:
Hourly wage is expected to be paid at step 1 of the pay range associated with the position for candidates who are new employees of the state. Current employees of the state will be placed in the appropriate step based on any applicable union contract and/or requirements of the Ohio Revised Code. Movement to the next step of the pay range (a roughly 4% increase) will occur after six months assuming job performance is acceptable. Thereafter an employee will advance one step in the pay range every year until the highest step of the pay range is reached. There may also be possible cost of living adjustments (COLA) and longevity supplements begin after five (5) years of state service.

Transportation:
Position may require travel; therefore persons occupying this position must be able to provide own transportation &/or legally operate a state-owned vehicle.

Educational Transcripts:
For any educational achievements to be considered during the screening process you must at least attach an unofficial transcript that details the coursework you have completed.

Background Check:

Prior to an offer of employment the final applicant will be required to sign a background check authorization form and undergo a criminal background check. Criminal convictions do not necessarily preclude an applicant from consideration for a position.

To Qualify You MustClearlyDemonstrate:

3 years experience in human resources.

-Or completion of undergraduate core program in human resources business or public administration AND 12 months experience in human resources.

-Or 1 year experience as Human Capital Management Analyst 64612.

-Or equivalent of Minimum Class Qualifications For Employment noted above.

Job Skills: Human Resources

Major Worker Characteristics:

Knowledge of civil service laws rules & regulations; BWC human resource policies & procedures*; state policies pertaining to internship utilization*; public relations; federal & state laws & rules governing human resources & fair employment practices (e.g. ADA EEO FLSA); technical writing.

Skill in use of personal computer & applicable software applications (e.g. databases spreadsheets applicant tracking system OAKS HRIS etc.).

Ability to define problems collect data establish facts & draw valid conclusions; calculate fractions decimals & percentages; write meaningful accurate & concise reports; use proper research methods in gathering data; gather collate & classify information about data people or things; respond to sensitive inquiries from & contacts with employees officials & general public.

BWCs core hours of operation are Monday-Friday from 8:00am to 5:00pm however daily start/end times may vary based on operational need across BWC departments. Most positions perform work on-site at one of BWCs seven offices across the state. BWC offers flex-time work schedules that allow an employee to start the day as early as 7:00am or as late as 8:30am. Flex-time schedules are based on operational need and require supervisor approval.

What Youll Be Doing:

  • You will serve as the primary HR advisor to assigned divisions on organizational structure employee classification and HR policy interpretation (Ohio Revised Code collective bargaining agreements federal regulation); recommends solutions and implements changes.

  • You will lead recruitment and selection by posting vacancies (Taleo) screening and assessing applicants coordinating testing with the Assessment Program Coordinator advise on compensation and advanced step requests extend offers and defend screening decisions during mediation/arbitration as needed.

  • You will manage position planning and classification develop and update position descriptions determine FLSA overtime status ensure class plan compliance and support reorganization efforts and table of organization updates.

  • You will maintain HRIS data integrity and reporting create and process Personnel Actions in OAKS HCM upload documentation in OnBase maintain tables of organization and OPERS ECS records and generate BI reports (e.g. turnover retirement projections action/reason).

  • You will represent HR in employee relations forums by participating in meetings hearings and mediations for screening and non-selection grievances; share updates and best practices with HCM staff.

  • You will coordinate the BWC internship program by partnering with colleges and universities posting announcements screening and recommending candidates facilitating onboarding and attending career fairs.
