Job Summary

The Supervisor Transportation is responsible for directing and coordinating the daily activities of Transportation Operators Labourers and other resources to ensure work is completed safely efficiently and to a high standard. This is a safety-sensitive position requiring a strong commitment to workplace safety operational excellence and effective team leadership.

In this role the Supervisor will oversee summer maintenance of the Countys paved road network including both contracted and internal services such as patching pothole repair crack sealing and asphalt trail maintenance. The position is also responsible for managing the Countys Dust Suppression Program and shares oversight of winter operations including snow and ice control as well as sand and salt management.

KEY DUTIES AND RESPONSIBILITIES

People Leadership30%

  • Measures and reports on capacity and diversity to meet current and future needs of County within departmental programareas;determinesresource requirements to meet operational needs.
  • Makes effective recommendations on hiring decisions with Operations Supervisors within approved roles working in collaboration with the HR team.
  • Leads and coordinates seasonal staff on special initiatives and projects.
  • Identifiesinnovative ways to reduce costs reallocation of resources better ways of completing tasks (for self and direct reports) and future resources (human equipment tools).

Plan and Monitor Day to Day Work30%

  • Prepares a monthly activities plan.
  • Prepares a weekly progress report of activities.
  • Monitors and evaluates equipmentmaterialsand operator requirements.
  • Ensures equipment is used in an efficient and effective manner.
  • Ensures staff are competent (adequality qualified suitably trained and has sufficient experience) prior to work being carried out.
  • Ensures time and record keeping isaccurate.
  • Answers emergency calls to correct dangerous road conditions.
  • Conducts field inspections.
  • Orders necessary materials and equipment for assignments.
  • Coordinates with other Transportation Supervisors in the effective use of County resources.
  • Processes invoicesobtains POscoordinates ordering withadmin staff andobtains quotes for materials and resources.

Contract Management(10%)

  • Prepares a monthly activities plan.
  • Prepares a weekly progress report of activities.
  • Monitors and evaluates equipmentmaterialsand operator requirements.
  • Reports on performance measures.
  • Ensures equipment is used in an efficient and effective manner.
  • Ensures staff are competent (adequality qualified suitably trained and has sufficient experience) prior to work being carried out.

  • Conducts field inspections.

  • Coordinates with other Transportation Supervisors in the effective use of County resources.

Client Service/Public Relations10%

  • Supportspublic engagement with respect to the Transportation operations and projects.
  • Navigates Sturgeon Countys Customer Relationship Management (CRM) System.
  • Responds to CRMinitiatedinformation request and service requests.
  • Handles public inquires and complaints with respect to activities supervised by the incumbent.

Planning and Budgeting(10%)

  • Participates in the planning for current and future maintenance of the Countysprograms (pavedroads road servicesgravelroads and drainage).
  • Develops and implements preventative maintenance programs.
  • Assistsin the preparation of the departments business plan.
  • Assistsin the planningdevelopingand reviewing of operating and capital budgets (including equipment).
  • Monitors material/labourutilizationand budget expenditures and report variances.
  • Works in collaboration with other departments on County initiatives and project asrequired.

Other Related Duties10%

  • Participates in the On Call programand the afternoon shift program.
  • Providesroad network reports to the manager whileparticipatingin theOn Call program.
  • Performs other related duties as required by supervisor.
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
  • Reportsinvestigatesandrecommends corrective actions forincidents and near misses.
  • Adheres to all of Sturgeon Countys policies bylawsproceduresand processes as well as aligns work to the Sturgeon County values.

KNOWLEDGEEDUCATION QUALIFICATIONSSKILLS ABILITIES AND EXPERIENCE

  • Well versed in understanding in operating equipment for the County programs.
  • Knowledge of the principles and practices of road constructionsurvey and designand ability to read blueprints.
  • Knowledge of budgeting and monitoring expenditures to ensure compliance to the budget.
  • Must have an awareness of the working of municipal government.
  • High school diploma or equivalent.
  • Alberta Public Works Association Level 2 Public Works Supervisor Program.
  • Valid Class 5 Drivers License and clear drivers abstract.
  • Defensive Driving.
  • Ground Disturbance Safety Training Level 2 For Supervisors.
  • Standard First Aid with CPR.
  • Safety training in the following areas: Workplace Hazardous Materials Information System (WHMIS) Fire Extinguisher Overhead Powerline Alcohol and Drug Awareness Supervisors Customer Service.
  • Strong interpersonal relationship-building and communication skills with a proven ability to effectively influence others with the ability to discuss and reach an agreement on issues in an objectivelogicaland sensible manner.
  • Ability to regularly engage and collaborate with stakeholders tofacilitateopen and thought-provoking discussions to address current and future needs of the County.

  • Minimum of five (5) yearsdirectly relatedexperienceas a heavy equipment operator including experiencein the construction and maintenance of roadway infrastructure and drainage assets including both summer and winter maintenanceand operationsactivities in a municipal setting and lead hand experience.

WORKING ENVIRONMENTANDPHYSICALEFFORTS

  • This position works in both an office or office-like environment and in a mobile office out of a County provided vehicle.
  • The working environment is deadline driven and involves multitasking and managing priorities.
  • This position is safety sensitive.
  • This position worksbothindoors with limited physical requirements of walking bending standing or reaching and in a mobile office in the field with exposure to varying weather conditions and terrain.
  • Occasional lifting of50pounds (24kilograms).
  • This position may have longer periods of time sitting/standing at a desk with visual concentration but the position has control over when to take breaks.
  • Position may have extended periods of sitting whileoperatinga vehicle.
  • Interruptions and distractions occur but are not expected to interfere with the ability to complete the work required.
