CALL FOR EXPRESSIONS OF INTEREST - VACANCY ANNOUNCEMENT:Organizational Setting
FAOs Human Resources Division (CSH) provides HR strategies policies tools guidance and oversight to FAO clients worldwide to ensure that the Organization attracts develops and retains a diverse skilled and highly motivated workforce delivering on the mandate of the organization.
The Strategy and Policy Team Branch (CSHP) develops and drafts strategy-related documents and policies in human resources management; coordinates consultations with internal stakeholders on actions to develop and implement HR policies; determines proper interpretation of policies and human resources related Staff Regulations Staff Rules and Administrative Manual sections falling under its mandate; provides guidance and support to the HR servicing functions in the Shared Service Centre (SSC) and the Regional Offices.
The assignment is located within CSHP.
Reporting Lines
The Specialist reports to the Human Resources Officer (Administrative Law and Workplace Relations).
Technical Focus
HR policies relevant to international organizations employment law and international administrative law.
Comprehensive HR advice to managers and staff and support to the Human Resources Officer (Administrative Law and Workplace Relations) the Human Resources Officer (Policy) the Senior Human Resources Officer (Chief CSHP) and the Director Human Resources Division as necessary on disciplinary cases performance matters and policy development.
Tasks and responsibilities
Review requests for and provide HR advice to managers and other personnel on workplace relations issues including performance management recommendations for non-renewal or termination of contracts and interpretation of policies regarding benefits and entitlements.
Liaise with the Office of the Inspector-General (OIG) Ethics Office Ombudsperson the Legal Office and the SSC on disciplinary or other complex cases of unsatisfactory conduct.
Review and prepare memoranda and other communications in cases of unsatisfactory conduct.
Research relevant FAO rules regulations and policies on HR matters.
Assist in the preparation of policy and position papers as well as briefing notes on complex administrative HR matters.
Assist in the review and development of HR strategies and policies particularly in the areas of sexual harassment harassment and abuse of authority.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Advanced university degree in Law Administration or Human Resources from an institution recognized by the International Association of Universities (IAU/UNESCO); OR Bachelors degree from an institution recognized by the International Association of Universities (IAU/UNESCO) and a post-graduate professional qualification in Law; candidates with only a Bachelors degree who do not have an advanced university degree or professional qualification in Law would need two additional years of relevant professional experience.
At least five years of work experience in the field of Law of which at least two years should be in reviewing and advising on administrative and/or employment law matters and at least one year with an international organization.
Working knowledge (Level C - proficiency) of English.
