Job Description

Johnson County Facilities is looking for qualified candidates to fill the position of Senior Contract Administratorfor the Business Operations Division. Essential Responsibilities

  • Serves as the Lead Purchasing and Contract Administrator and Subject Matter Expert in the Facilities Management Department on County purchasing policies and procedures to include the following:
  • Monitors contracts for consistency throughout the Facilities Department
  • Ensures contract compliance
  • Negotiatescontracts
  • Monitors approved budget against monthly/annual contract spending
  • Renews and reviews contracts to include collects feedback and seeks input on contracts
  • Administers contracts from the time the contract is awarded until contractcloseoutand ensures roles and responsibilities are defined and understood by parties on the contract
  • Identifiesareas where contracts are needed and develops scope of work to support organizational goals
  • Administers change management
  • Addressing claims and disputes
  • Ensures contract deliverables to include:
  • Invoice(s) are paid according to contract terms
  • Contracts are signed and renewedtimely
  • Contract expenses are within contract value
  • Performs analysis audits and monitorspurchasingactivities; provides purchasing trend analysisassistwithpurchasingtracking and forecasting to other Facilities divisions; reviews bids RFPs sole-source emergency requests and purchase requests; contract monitoring and tracking in County system repository.
  • Answers complex procurement questions and provides feedback; provides a resolution of supplier and user division complaints; standardizes contract administration process; Researches anddeterminescompetitive specifications.
  • Trainsnew staffand continuallyworkswith staff to improve procurement methods and procedures.
  • Must be able to develop written standard operating procedures and work instructions for contract management and other areas as needed.

Additional Responsibilities

  • As needed will be assigned special projects;participatesin project-related team meetings andassistsin purchasing-related decisions and problem resolution.
  • Leads the coordination of Service Level Agreements (SLAs) and Memoranda of Understanding (MOUs) by organizing stakeholder meetings gathering required input and managing the review and update process to ensure accuracy and alignment across departments or agencies.

Job Requirements

Bachelors degree in any of the following fields of study: Accounting Finance Business Public Administration or relevant fieldis.

Seven (7) years of contract management orpurchasingexperience is.Ionwave Oracle and public sector experience is preferred.

CPPB CPPO CPCM NIGP-CPP Professional Certification or similar Professional Certification is preferred.

Experience may substitute for degree.

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.
